Session 1915 <br />March 29, 2004 <br /> <br />Mr. Ollendorff recommended awarding this project to McConnell & Associates for their <br />Iow bid of $12,213.00. <br /> <br />Mr. Wagner moved to adopt the consent calendar, Mr. Sharpe seconded, and the <br />motion passed unanimously. <br /> <br />Third Quarter Budqet Transfers (removed from Consent Calendar): <br /> <br />Mr. Ollendorff reported that Councilmember Wagner had requested that the Third <br />Quarter Budget transfers be considered separately. Then he recommended that the <br />Third Quarter transfers, as spelled out by the Director of Finance, be approved, which <br />means providing funds from those accounts when more money was needed from <br />appropriations which were larger than needed. The biggest change is reduction of <br />proposed use of prior year fund balance; at this point, it appears the Fiscal Year will end <br />in complete balance, without utilizing any prior year revenue. <br /> <br />Ms. Welsch moved approval, and Mr. Sharpe seconded the motion. <br /> <br />Mr. Wagner commended the City Manager and the Director of Finance for avoiding use <br />of prior year's revenue for this year's budget, and for avoiding the need "to run a <br />negative budget." He congratulated the staff for accomplishing a "what looks like a <br />balanced budget." Mr. Lieberman added to Mr. Wagner's comment, by pointing out that <br />most cities in this country operate on back revenues and surplus amounts, and pointed <br />out how laudatory it was for the City to maintain its balance, while other cities are not <br />able to do so. <br /> <br />The transfer was approved unanimously. <br /> <br />PUBLIC HEARING- Roberts/Raymond Alley Pavinq <br /> <br />Mr. Ollendorff said that the public hearing scheduled for 7:30 p.m. in these Council <br />Chambers on the proposed paving of the unimproved alley between Roberts and <br />Raymond east of Pennsylvania with assessments of costs against adjacent properties. <br />Following consideration of public comments, Council may adopt a Resolution moving <br />the project forward. <br /> <br />He then explained that the majority of the property owners abutting the alley, several <br />months ago, petitioned for this improvement project. Part of the cost of this <br />improvement will be assessed against the abutting, benefiting property owners, but the <br />majority of the cost will be paid for by the City from General Funds. The engineering and <br />specifying of the pavement have been completed and we are ready to call for bids. At <br />this point, the affected property owners are given the opportunity to address their <br />comments to the City Council. <br /> Page 3 <br /> <br /> <br />
