Session 1916 <br />April 19, 2004 <br /> <br />St. Louis County Board of Election Commissioners certified the results of the April 2004 <br />election. Mr. Munkel offered a Resolution to accept those results, Ms. Welsch <br />seconded, and the Resolution was passed unanimously. <br /> <br />Farewells to Councilmember Munkel and Councilmember Lieberman <br /> <br />Mayor Adams started the farewell wishes to Councilmember Wayne Munkel and to <br />Councilmember Lawrence Lieberman by pointing out that they had served the City with <br />both honor and distinction, caring and love, and always with the welfare of the City as <br />their prime consideration. <br /> <br />About Mr. Munkel, Mayor Adams reminisced and commented upon earlier experiences <br />as neighbors, in neighborhood associations, and later on the City Council. He lauded <br />Mr. Munkel for his unique perspective, focused upon his background in health issues, <br />and his concern for the Fire Department, and his desire to prepare the City for disasters, <br />both natural and unnatural. Mayor Adams said that for the past two years, he had <br />served as Mayor pro-tem, and Mayor Adams mentioned how important his service in <br />that role was. He then presented a special plaque to Mr. Munkel to thank him for his <br />service. <br /> <br />Mr. Wagner called Mr. Munkel "his right hand man", alluding to his seat to the right of <br />Mr. Wagner, and commented upon how conscientious and well-prepared Mr. Munkel is, <br />especially in respect to issues. Mr. Wagner called him "a diligent advocate for first <br />responders" of the community, the Fire and Police Departments. He thanked him and <br />wished him luck "getting his house up to code." <br /> <br />Mr. Sharpe said that Mr. Munkel was a very close friend and expressed how much he <br />enjoyed working with him, pointing out Mr. Munkel's love for the community and alacrity <br />in keeping up with its issues and concerns. Mr. Sharpe wished him luck and expressed <br />that the "Council was losing an excellent member." <br /> <br />Ms. Welsch thanked Mr. Munkel for the eight years he served on the City Council, <br />describing him as an "example of compassion" and "someone attuned to the suffering of <br />others, from youngest to oldest in our City." She commented that she learned from his <br />example of questioning policies and procedures that affect them, and that she hopes to <br />carry on his vigilant approach. She described him as "demonstrably appreciative of the <br />Police and Fire employees who protect us" and she laments not having seen "Wayne <br />repel off the fire truck ladder", wishing him luck in his non-council life. <br /> <br />Mr. Lieberman said that Mr. Munkel's service to the community and expertise in the <br />health area had been invaluable to the City Council and that he appreciated both <br />contributions very much. <br /> <br />Mr. Munkel said that since this was" his last chance to lobby in an official position", that <br /> Page 2 <br /> <br /> <br />
