Session 1916 <br />April 19, 2004 <br /> <br />a new central dispatch system for police and fire departments is badly needed, and he <br />hopes this need will be supported in the forthcoming budget. He pointed out that these <br />departments make as many calls in the metropolitan area as any jurisdiction, except <br />those made by the City of St. Louis, and that a new mechanism was sorely needed. <br /> <br />Mayor Adams presented Mr. Munkel with a lifetime pass for the park facilities. <br /> <br />Mayor Adams then lauded the work of Councilmember Larry Lieberman, commenting <br />upon his vast experience, his counsel, and stating his gratitude for introducing the <br />Mayor to the State League, the County League, and National League of Cities. Mayor <br />Adams commented upon Mr. Lieberman's "great love for the City" and how Mr. <br />Lieberman had served as Councilmember from two different wards, calling it "an honor <br />that no other councilmember" had ever achieved. Mayor Adams also noted Mr. <br />Lieberman's willingness to serve again, as "remarkable" and commented that it <br />demonstrated his great dedication to the City of University City. "Looking out for the <br />interests of citizens" had characterized Councilmember Lieberman's tenure in office. <br />Another hallmark of his tenure was his advocating for seniors in the community. Mayor <br />Adams said this contribution was especially significant in terms of providing information <br />for his own decision-making in issues affecting seniors, especially at the the national <br />level. Mayor Adams expressed his appreciation to the Liebermans for inviting him to <br />their home for seders. He then presented Mr. Lieberman with a plaque for "twenty-nine <br />years of meritorious service as Third Ward and First Ward Councilmember" and with his <br />"second life-time pass" for the park facility. Mr. Lieberman's service was celebrated with <br />a lasting ovation from the audience. <br /> <br />Mr. Sharpe recollected that Mr. Lieberman had been his Councilmember from the Third <br />Ward and that they had become fast friends then, and that he too had participated in <br />Seders at the Lieberman home. He mentioned that he currently serves on the <br />Governor's Advisory Council as a result of Larry's guidance, that he has traveled with <br />Larry, and that it has been "a joy" working with him. Mr. Sharpe pointed out that he <br />learned much about serving on the Council and about "every day life" from Larry. Mr. <br />Sharpe said Mr. Lieberman had been "an absolutely marvelous friend", and that he <br />looks forward to seeing him in the future. Mr. Sharpe concluded by saying "Good luck <br />to you and God bless." <br /> <br />Ms. Welsch thanked Larry for all the years of service to the University City community <br />and thanked him for everything he will do for the City of University City and for the <br />people of the State of Missouri in the future. She cited him as a "fine example of <br />someone who believes in the concept of community service and lives that belief." She <br />pointed out that she and Larry did not always agree on everything, but often did. She <br />thanks him now, particularly, for sharing his knowledge of how this Council works, <br />noting that she still has much to learn about "tabling" and "moving to delay <br />consideration" and all the other mechanisms of this council, commenting, "but I will try." <br /> <br />Page 3 <br /> <br /> <br />
