Session 1916 <br />April 19, 2004 <br /> <br />Oaths of Office- Councilmembers <br /> <br />Mayor Adams administered the Oath of Office to Stefany Brot, new Councilmember <br />elected from the First Ward, and then administered the Oath of Office to Francine <br />Brungardt, new Councilmember elected from the Second Ward. Lastly, incumbent from <br />the Third Ward, Arthur Sharpe, Jr. was administered his oath of office by the Mayor. <br /> <br />Seatinq of the New Council <br /> <br />Mayor Adams asked the new City Council to take their seats. Then he asked the City <br />Clerk to call the roll for the second meeting of April 19, 2004. <br /> <br />Ms. Francine Brungardt <br />Mr. Robert Wagner <br />Ms. Stefany Brot <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />Absent: <br /> <br />Ms. Cassandra Colquitt <br /> <br />Also present was City Manager, Mr. Frank Ollendorff. <br /> <br />The City Manaqer's A,qenda <br /> <br />Parks Department Scholarship Policy Effective Date Correction: <br /> <br />Mr. Ollendorff advised there was one correction from the last Council Meeting, when the <br />Council adopted a scholarship policy for the Department of Parks, Recreation and <br />Forestry. At that time, he stated that it would go into effect upon passage by the <br />Council, but now he said that statement was not correct, the policy goes into effect on <br />January 1, 2005. He wants that correction included in the record. <br /> <br />AGNDA ITEM #1 - Consent Calendar <br /> <br />Mr. Ollendorff said there are three items on the Consent Calendar, two of the original <br />five items have been removed. He recommended approval of that revised calendar. <br /> <br />Sidewalk Sales Request <br /> <br />The University City Loop Special Business District request permission to allow <br />merchants to participant in sidewalk sales to coincide with the East Meets West Street <br />Festival. The festival runs from May 8 to May 16 and this request is for that period. The <br />East Meets West Street Festival is a promotional event intended to showcase <br />merchants and special activities in the U. City Loop and St. Louis City Loop.
