Session 1916 <br />April 19, 2004 <br /> <br />this event benefits the community and recommends approval of the request. <br /> <br />Street Closure Request <br /> <br />University City Loop Special Business District request permission to close Westgate on <br />the south side of Delmar on Saturday, May 8, 6:00 a.m. - 7:00 p.m. City code 12.04.030 <br />authorizes the City Manager to issue a special permit to close streets for periods up to <br />12 hours. Since this request exceeds that limit City Council approval is required. Staff <br />recommends approving this request which will allow the Loop SBD to host activities <br />during the East Meets West Festival. <br /> <br />Micro-surfacinq & Thermoplastic Stripin.q <br /> <br />The tabulation of bid proposals for the above named project is as follows: <br /> <br />1. Micro-Surfacing, Inc. <br />2. Missouri Petroleum Products Co. <br />3. Engineers Estimate <br /> <br />$249,225.74 (6% below engineers estimate) <br />$248,630.00 (6% below engineers estimate) <br />$265,517.40 <br /> <br />The City Manager recommended awarding this contract effective July 1, 2004 to Micro- <br />Surfacing, Inc., in the estimated amount of $249,225.74 based on their exceeding <br />specifications for the past two years. <br /> <br />Mr. Wagner moved to approve the Consent Calendar and Mr. Sharpe seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Ollendorff then noted that the items removed from the Consent Calendar included: <br /> <br />Heman Pool Contract Addition <br /> <br />The City Manager requested approval of $36,059 payment for extra excavation by <br />Westport Pools. This work was ordered on an emergency basis when substandard soul <br />conditions were discovered during excavation at the deep end of Heman Pool. <br /> <br />Since payment exceeds $10,000, the City Manager is required to ask City Council for <br />permission to pay this amount. <br /> <br />Mr. Wagner said the he had read reports relating to this added expense, noting that it <br />was a surprise that the substratum was not strong enough to support the pool and he <br />said he acknowledged that it is an emergency that needs to be dealt with and paid for. <br />His question was asking why the final bill grew from a $12,000 estimate to the submitted <br />bill of $36,000-plus. The City Manager responded that payment is based upon a unit <br />cost in the contract. He said that when the crew completed the excavation and they <br />were asked for an estimate of cost, the amount was estimated in the $12,000-range. <br /> Page 7 <br /> <br /> <br />
