Session 1918 <br />May 3, 2004 <br /> <br />Mr. Sharpe described himself as having "mixed emotions." He feels the pool should be <br />open to non-residents, but he also believes there should be "a plan" for opening to non- <br />residents. He agreed with waiting for a year, to determine the impact of marketing, and <br />whether or not it will draw in enough residents to not have to open to non-residents. If <br />there is a possibility of allowing a percentage of contiguous neighbors in to use the pool, <br />then the City Council should consider doing so. <br /> <br />Ms. Welsch asked if there must be a vote on the City Manager's recommendation, and <br />the Mayor said that no one had made a motion, but he felt there should be some <br />decision made tonight. The City Manager said there could be a move to table the <br />motion. <br /> <br />Mr. Wagner then moved that the policy not be changed tonight and that it be <br />reconsidered no sooner than a year from now. Mr. Sharpe seconded the motion. <br /> <br />Ms. Colquitt asked how this decision would affect non-residents who want to purchase a <br />pass for this summer, and Mayor Adams advised that the policy currently states they <br />cannot obtain passes. He said it could be another issue to bring before the Park <br />Commission. <br /> <br />Ms. Welsch asked for the City Manager to advise what rules exist for City staff living <br />outside of University City, for school district employees, and business owners to use the <br />pool, and for any other allowances relating to use by non-residents, for example <br />Washington University staff and students. Mr. Sharpe asked that this information be <br />shared with all Council Members. <br /> <br />Ms. Brot would like there to be a plan for publicity to promote the pool and its facilities <br />and features, and some report on how much the pool is used. <br /> <br />Mr. Ollendorff said he would provide the requested information, and he advised Council <br />to note the Summer Recreation Guide which would be mailed to all City homes and <br />businesses imminently. <br /> <br />The motion passed unanimously. <br /> <br />Mayor Adams asked the Park Commission to consider setting a specific number of <br />season passes available for non-residents. <br /> <br />AGENDA ITEM #4 - University City Pools Operations Manaqement Contract for <br />2004-2005 <br /> <br />Request for proposals were issued for the Parks Department requirement identified <br />above.
