Session 1918
May 3, 2004

Mayor Adams declared the Public Hearing open at 9:45 p.m.

Mr. Ollendorff advised that draft copies are available in the Library.

Edward McCarthy, 7101 Princeton Avenue, asked that fees to use the pool be raised,
and questioned who gathered statistics on the golf course and other parks program
indicators. The Mayor noted by the City's park staff.

Elsie Glickert, 6712 Etzel, noted that if the prices were lowered then no one could afford
not to come to the pool.

CITIZEN COMMENTS:

None.

LEGISLATIVE DOCKET:

Resolution - Blue Ribbon Panel on Economic Development:

Mayor Adams wished to convey several problems he had with Ms. Welsch's proposal of
an ad hoc "Blue Ribbon Panel on Economic Development". He dislikes the use of the
descriptive "blue ribbon" throughout the resolutions and wishes it to be removed. He
doesn't understand the word "climate" in the eighth paragraph and also wishes it
clarified or removed.

Then he points out page two, discussing the "open meetings law." He asks for definition
of the words "body" and of "conflicts of interests". He also asked for amplification of
"who is on the committee" and how they are to be selected. He wanted to know how
the City Council would be involved in their selection. He asked, "How is this committee
to operate?" He observed that some aspects of the Resolution are extremely vague
while other aspects are extremely specific. He observed that this proposed committee,
as he saw it, would supplant the Plan Commission, the Industrial Development Authority
Commission, and the TIF Commission, and the Land Clearance Redevelopment
Authority, and that it would be in violation of the City Ordinances and State Statutes. He
suggested that this document be vetted by an attorney. He does not want to create a
body which is "legally challengeable." He does not believe the committee should "tell
the City Council what to do."

Page 15
