Session 1918 <br />May 3, 2004 <br /> <br />Ms. Welsch rebutted that this committee's white paper would be a suggestion only that <br />the Council could accept politely or not. This group would not take over any existing <br />economic development committee. She is not stuck on the "blue ribbon" descriptive - it <br />is gone, as far as she is concerned. The word "climate" she felt was an appropriate <br />interpretative for what is being conveyed about University City economic development. <br />This would be a temporary ad-hoc task force that feels that it would do better with the <br />City Council's support. <br /> <br />Ms. Colquitt inquired as to how large and diverse a group this body would be and would <br />it be representative of the City Council. She is very uncomfortable with the idea of <br />considering this without an attorney looking at first. <br /> <br />Mayor Adams noted that any group could get together to meet; to assemble - they do <br />not all have to have the support of the City Council. This is their right as citizens under <br />the Constitution. <br /> <br />Mr. Wagner suggested postponing this tonight in order to reword it and get it back <br />before Council at the next meeting. <br /> <br />Ms. Welsch respectfully requested that it be decided this evening. She reminded Mr. <br />Wagner that he was able to word craft a resolution verbally, regarding the Gay Field <br />issue, on the spot a few council meetings prior to this one and she would like it done <br />here, as well. <br /> <br />Ms. Brungardt stated that the notion of naming this task force "blue ribbon" is really no <br />big deal and should not breakdown the process here tonight. She does agree that the <br />conflict of interest issue is very important and one that the Council and the task force <br />should be very aware. We need to be able to hand an economic development policy to <br />our City Manager and economic development team. We need to move resolutely on <br />this issue because it is very important. <br /> <br />Ms. Welsch reminded Council that she had given each one of them a copy of this <br />resolution for many days - this was not a last minute effort. She reminded Council that <br />she moved to approve the Prop K when she was not certain that she should, yet she <br />trusted her colleagues on the Council; she is simply asking for the same trust here. <br /> <br />Ms. Brungardt asked if the Prop K members were named in that resolution. Mr. Wagner <br />responded "no". <br /> <br />Mr. Sharpe understands that Ms. Welsch has been working on this for some time and <br />had mentioned some of the names of the individuals that would be working on it with <br />her. He doesn't know them. He may support this issue or not - he won't know until the <br />vote is called. <br /> <br />Page 16 <br /> <br /> <br />
