In addition, the basketball <br />and fitness combination passes will be eliminated effective immediately and daily <br />admissions to the basketball area will end August 15, due to the commencement of <br />construction for expanded facility. <br /> <br />Forsyth Boulevard and North Meramec Avenue Micro-surfacinq <br /> <br />The tabulation of bid proposals for the above named project is as follows: <br /> <br />Missouri Petroleum Products Co. <br />Engineers Estimate <br /> <br />$101,819.64 <br />$ 85,506.00 <br /> <br />This is a federally funded project with the City of Clayton, and University City is to cover <br />$33,414.84 that is included in the fiscal year 2004-05 Public Works department budget. <br />The City Manager recommended acceptance of the City's chare of this contract <br /> <br />Mr. Sharpe moved to adopt and Ms. Welsch seconded the motion, which passed <br />unanimously. <br /> <br />AGENDA ITEM #2 - Sale of Bonds for Capital Improvements <br /> <br />Mr. Ollendorff recommended approval of an agreement to retain the services of Gilmore <br />and Bell to carry out the sale of bonds for completion of the Heman Recreation Facility, <br />renovation and addition to fire station #3 on North and South Road, Historic City Hall <br />renovation and preservation phase one, and police station improvements. The total <br />amount to be borrowed will be between $5.2 and $5.6 million and will be repaid with <br />capital improvements sales tax revenue over a term of fifteen years. This firm has <br />carried out such projects for University City with distinction for many years. <br /> <br />Mr. Ollendorff advised that the issue before the City Council this evening is approving <br />the contract with the bond counsel, Gilmore and Bell, for the amount of approximately <br />$30,000. Mr. Wagner moved approval, Mr. Sharpe seconded, and the motion carried <br />unanimously. <br /> <br />Public Hearinq on Non-resident Recreation Policy <br /> <br />Mr. Ollendorff announced that a public hearing had been scheduled for 7:30 p.m. this <br />date and place to hear additional citizen input on the proposed policy change of <br />admitting non-residents to the Heman Park Pool on the same basis as to most other city <br />facilities and programs, by paying the established, full, non-resident fee and abiding by <br />all rules and regulations. This policy change is recommended at this time as partially <br />implementing the overall policy direction to open facilities to the attendance and <br />revenue from outlying neighbors.
