Session 1924 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />June 21,2004 <br /> <br />At a study session of the City Council of University City held in the Room Six of City <br />Hall, on Monday, June 21, 2004, Mayor Joseph Adams called the meeting to order at <br />6:30 p.m. In addition to Mayor Adams, the following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Ms. Francine Brungardt <br />Mr. Robert Wagner <br />Ms. Stefany Brot <br />Mr. Arthur Sharpe, Jr. <br />Ms. Welsch <br /> <br />Also present was the City Manager, Mr. Frank Ollendorff. <br /> <br />The City Manager displayed drawings of the proposed improvements for the Olive <br />Boulevard business district. Then he circulated information about the down-spout <br />disconnect trials program requested by Ms. Brot. The Council then discussed the <br />following items on the agenda: <br /> <br />1. Use of City Billboards - Mr. Ollendorff said that he and the Assistant City Manager, <br />Thomas Moton, recommended the following procedure: when more than one item <br />needs to be displayed on a billboard, that one billboard is designated entirely for one <br />item, and another billboard be designated entirely for another item. The consensus of <br />the Council was to agree with this policy. The duration of time an item could remain on <br />a billboard was raised, and Mr. Moton reported that items were scheduled, with a <br />minimum of three days, and Mr. Ollendorff said policy included a statement of priorities <br />as to which items were accepted to be displayed. <br /> <br />2. Council Travel Budqet - It is believed that the travel budget continues to increase and <br />it was suggested at a previous Council meeting that perhaps the travel budget amount <br />should be designated as a specific percent of the total annual budget. It was also <br />suggested that perhaps this budget should be allocated in specific amounts to each <br />Councilmember and the Mayor, in order to prevent this continual increase. After <br />discussion on these points, and other points relating to travel issues, the consensus of <br />the Council was that the travel budget policy be re-examined at a future study session, <br />that a proposed break-down of the total amount budgeted for use be examined and that <br />a cap of 0.1 percent of the annual budget be set. <br /> <br />3. Swipe Cards for Councilmembers - Mayor Adams suggested that all people who <br />receive "mayor courtesy cards" to use certain park facilities should be charged a fee of <br />$5.00 to obtain a "swipe card" so that their attendance and usage may be tracked.
