Session 1924 <br />June 21,2004 <br /> <br />would like this to become a policy. The consensus was that this was a good idea. <br />4. Membership in Urban Land Institute and RCGA - Councilmember Welsch strongly <br />espouses University City becoming members of these organizations to enhance the <br />City's position in the region and for purposes of economic development. Points related <br />to becoming members were discussed by the Council, and it was pointed out that <br />access to some RCGA events was available through the County League. The <br />consensus was that the City join for a year and then review the benefits of membership. <br /> <br />5. TIF Reconstitution - Mr. Ollendorff pointed out that TIF sometimes presented a <br />"roadblock" to progress desired by the City and by the Council. Mr. Wagner said they <br />were inactive and that it was entirely legal to appoint members of the City Council to TIF <br />as well as others legally required, so that is what he asked the Mayor to do. Mayor <br />Adams pointed out that if this reconstitution occurred, it would have to adhere to the <br />current State TIF law, which is different, requiring greater outside membership and he <br />questioned members of Council serving on both bodies: City Council and TIF. <br />Discussion followed as to what the "roadblock" specifically was and what TIF should be <br />doing in relation to economic development, as well as the need for additional <br />information in order to proceed. Ms. Welsch asked if a current Councilmember could be <br />appointed to the current TIF and Mayor Adams said most anything was possible, but he <br />did not recommend this kind of change. The Mayor said that he would take it under <br />advisement. The consensus was that more information and more discussion were <br />needed. <br /> <br />6. City Council Retreat - Mayor Adams reported that the minimum time commitment <br />would be one and a half days, including an overnight for a Council retreat, and the <br />purpose of holding one was to improve Council communications.
