Session 1717, Minutes <br />March 16, 1998 <br /> <br />and Trinity and if an accident occurred at that point, then the subdivision could be <br />legally liable and he did not want to do that. <br /> <br />Mr. Lieberman explained to Mr. Koczan that the bill could be passed tonight, but the <br />City would not put the stop sign up until the residents were informed and the matter was <br />resolved. <br /> <br />Mr. Schoomer asked Mr. Ware who made the request for the stop sign at the Traffic <br />Commission meeting. Mr. Ware said it was the pre-school director of the United <br />Methodist Pre-School. Mr. Koczan said that this was also his understanding, but he <br />and the other trustees did not receive any notice. <br /> <br />Mr. Wagner stated that a majority of the residents should agree to this stop sign and <br />that this bill should not be passed until this is done. <br /> <br />Mr. Wagner moved to table the bill until the residents and trustees could be properly <br />notified. The motion failed for lack of a second. <br /> <br />Mr. Schoomer noted that this bill also contained a provision to add a stop sign at a <br />separate location, Canton at Laughlin, and should probably be placed in a separate bill, <br />due to the questions surrounding the Washington at Trinity stop sign. <br /> <br />The sense of Council was to suspend voting on bill #8371 to further inform the <br />residents surrounding the proposed Trinity and Washington stop sign area. It was <br />further suggested that Mr. Rose consider creating a new bill for the stop sign at Canton <br />at Laughlin to prevent any further delays on that stop sign. <br /> <br />BILL NO. 8372 - LEVYING A SPECIAL ASSESSMENT OR TAX AGAINST PROPERTY <br />IN A BENEFIT DISTRICT FOR THE PUBLIC IMPROVEMENT OF 6319 DELMAR <br />BOULEVARD BY THE CONSTRUCTION OF A MOTOR VEHICLE PARKING <br />FACILITY THERE, AND DIRECTING THE ISSUANCE OF SPECIAL TAX BILLS. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Lieberman moved adoption. Mr. Ware seconded the motion. The roll call vote was <br />as follows: AYES: Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, Mr. Ware, <br />Mr. Munkel and Mayor Adams. NAYS: none.
