Session 1717, Minutes <br />March 16, 1998 <br /> <br />the sale of beer at this event as has been done for many years without any negative <br />consequences. <br /> <br />#7 - Picnic License - Community Center. Mr. Rose recommended approval of the <br />annual license for the serving of beer and wine at the University City Children's Center <br />fundraiser. This has for many years been a wonderful well regulated event enjoyed by <br />many citizens. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA #2: ZONING AMENDMENTS FOR OFF-PREMISES SIGNS: <br /> <br />Mr. Rose said that a public hearing had been set for 7:30 p.m. this date and place to <br />hear comments on the proposed zoning regulations regarding the location, size, height, <br />spacing, lighting and related provisions for off-premises advertising signs. The <br />proposed zoning amendments would regulate and limit such signs to appropriate <br />locations near Interstate-170. The Plan Commission and the City's zoning attorney <br />have reviewed the changes and join the City Manager in recommending approval. <br />Following the public hearing a bill has been placed on the City Clerk's docket for <br />introduction. <br /> <br />Mayor Adams declared the public hearing opened. There were no requests to speak <br />on this matter from the public. <br /> <br />Mr. Lieberman asked Mr. Rose how many billboards would be allowed in University <br />City. Mr. Rose responded that he did not have an exact number, but that the <br />requirements severely limit the number. In general discussions, maybe one or two <br />along I-170. <br /> <br />Being that there were no further comments on this matter, Mayor Adams declared the <br />public hearing closed. <br /> <br />AGENDA #3: PUBLIC HEARING - ZONING ORDINANCE TEXT AMENDMENTS <br />INVOLVING NEW DEVELOPMENTS: <br /> <br />Mr. Rose said that a public hearing had been scheduled for this time and place to <br />consider several changes in the text of our newly adopted zoning ordinance. The first <br />adds to the Planned Development Zone statement of intent that incompatible land uses <br />will not be permitted abutting residential neighborhoods. The second amendment <br />requires a 2/3 rather than a majority vote of Council to increase the percentage of a site <br />that may be covered with improvements. The third proposal adds an increase in <br />building height to items which cannot be changed following the approval of a <br />development plan. The fourth change clarifies the parking requirements for apartment <br />buildings. The fifth amendment sets a deadline for filing rezoning protest petitions. <br /> <br /> <br />
