Session 1925 <br />June 21,2004 <br /> <br />was a large problem and if it recently started and Ms. Brot asked for additional <br />information about the problem. Ms. Bryant said it was a small problem that could <br />become a large one. <br /> <br />Wayne Munkel, 7543 Gannon Avenue, came to say that more firefighters were needed <br />in University City. Then he referred to a recent issue where a developer advised <br />merchants in the Loop about a proposed project, asking if the developer understood <br />that the project could "not go forward in any way, shape or form" because it would <br />cause ethical problems for the City Council. He referred to a perception in the <br />community that "there is a special interest shadow government" in University City and <br />pointed out that this is not good. He expressed disappointment that the City Council <br />was "giving away its power to another study group", which is the Economic Advisory <br />Council. He said perceptions need to be addressed whether or not they are true, <br />because they can lead to ethics complaints. He said there is a problem that needs to <br />be addressed. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />1. BILL 8715 - PROVIDING FOR THE REIMBURSEMENT OF CERTAIN CITY <br />OFFICIALS FOR EXPENSES INCURRED BY THEM IN OPERATING THEIR OWN <br />AUTOMOBILES IN TRANSACTION OF BUSINESS FOR THE CITY, REPEALING <br />ORDINANCE NO. 6368. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Sharpe moved adoption and Ms. Welsch seconded. Mayor Adams said that he <br />had to advise that his name is included in this bill. The roll call vote was as follows: <br />AYES: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, Ms. Brot, Ms. Welsch, Mr. Sharpe and <br />Mayor Adams: NAYS: none. Bill 8715 passed and became Ordinance 6483. <br /> <br />2. BILL 8716 - FIXING THE COMPENSATION TO BE PAID TO CITY OFFICIALS <br />AND EMPLOYEES AS ENUMERATED HEREIN FROM AND AFTER JUNE 30, 2004, <br />AND REPEALING ORDINANCE NOS. 6429 AND 6454. (Needs Amendment) <br /> <br />The bill was given its second reading. <br /> <br />Mr. Ollendorff said that one classification was omitted; adding Public Relations <br />Manager, Grade 14A. The request would add this category. Mr. Wagner moved to <br />accept the amendment, Ms. Colquitt seconded, and the motion passed unanimously. <br /> <br />The bill was given its third reading, as amended. <br /> <br />Ms. Welsch moved adoption and Ms. Welsch seconded.
