Session 1925 <br />June 21,2004 <br /> <br />Liquor License - 6625 Delmar Blvd. <br /> <br />An application has been received for a license to sell all types of alcoholic beverages for <br />consumption by the drink on the premises for the new Qdoba Mexican Grill. The <br />application is in order with all required signatures and documentation. The applicant <br />has a clean record, appropriate references, and a high level of experience at this type of <br />business operation. For these reasons the City Council may approve the application at <br />this time. This license was contemplated being applied for at the time Council approved <br />the restaurant site plan. <br /> <br />Mr. Sharpe moved to approve and Ms. Welsch seconded. Mr. Wagner asked what kind <br />of liquor they asked to sell, and was advised that it would be "all types by the drink." He <br />wanted to know if the Council should wait for six months, and the City Manager advised <br />that the record of the owner's management met the Council policy. <br /> <br />Joe David, 653 Lewiston Drive, Kirkwood, is the Qdoba Mexican Grill owner and <br />described his operation as including outside seating, selling bottled beers and offering <br />one kind of margarita, not a full line of liquor or a full service bar. Ms. Welsch <br />expressed her opinion that his application be approved so that his restaurant will be <br />competitive and in line with those he owns in other parts of town. Ms. Colquitt also <br />supported approval, and Ms. Brot expressed that this restaurant's competition <br />welcomed them, so she approved as well. The motion passed unanimously. <br /> <br />A.qenda Item #4 - MoPIRG Application to Solicit for Contributions June 29 to July 20, <br />2004 <br /> <br />Mr. Ollendorff recommended approval of this application since all ordinance <br />requirements were met. Ms. Welsch moved adoption, Ms. Colquitt seconded and the <br />motion was approved. <br /> <br />CITIZEN'S COMMENTS <br /> <br />Tom Hilliard, 7315 Carlton Avenue, came to speak to the Council about a drug drop-off <br />in front of his home on Father's Day, June 20, 2004 at 8:45 P.M. The same thing <br />occurred on June 12, June 14 and June 16, 2004, and began last fall. He views it as a <br />threat to homes, safety, security, and the neighborhood. He appreciated a quick <br />response from the City, but hopes for continued support from the Council. He reported <br />similar occurrences on Lafon Place and Northmoor Avenue, and wants to know what <br />the Council's plan is to deal with this problem. <br /> <br />Loretta Bryant, 7863 Milan Avenue, came to request that an ordinance be introduced to <br />prohibit residents from combing hair in front of the house or conducting barbering.
