Ms. Brot asked whether the <br />section designated as "food for University City homeless" had to apply to homeless <br />people only or if it could be used for others and Mr. Ollendorff said the Saint Louis <br />County Community Development Office said they would submit this question with <br />University City's application to the Federal Government, because the final word must <br />come from them. Mr. Ollendorff recommended including the $4,000 allocation in the <br />application and awaiting the final answer. Ms. Brot asked if the $4,000 amount could be <br />increased, and was advised that the additional funds would have to be deleted from <br />other lines in the application. Mr. Ollendorff then reported there was a question as to <br />whether funds could be directed to religious organizations and that this is not a decision <br />to be made tonight, and added that if Ms. Brot wants money to be used in a more <br />general way "to feed the hungry" it should be mentioned now, which she added as an <br />amendment. Ms. Colquitt agreed with Ms. Brot. Mr. Sharpe asked if the amounts <br />needed to be changed tonight, or if the Council could wait, and Mr. Ollendorff said the <br />Council could do either. The amendment passed unanimously, changing the word <br />"homeless" to the word "needy." The next issue, the City Manager said, was to change <br />the amount, if the Council decided to do so, with another motion. Ms. Welsch asked if <br />the total amount could be approved, with adjustments made later, and was advised this <br />could be done. She would have liked the figures increased on the Private Residential <br />Rehabilitation issue, because people find it difficult to maintain their homes. She is in <br />favor of the total amount of $114, 888. Mr. Wagner called for the question and the vote <br />was unanimous.
