Session 1929 <br />July 12, 2004 <br /> <br />AN ORDINANCE AMENDING CHAPTER 34 OF THE MUNICIPAL CODE, <br />RELATING TO ZONING, BY ENACTING A NEW SECTION TO BE KNOWN AS <br />SECTION 34-106.3(5), TEMPORARY PROMOTIONAL DISPLAYS, SO AS TO <br />CHANGE TIME RESTRICTIONS; CONTAINING A SAVINGS CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br />5. Ms. Brungardt introduced Bill 8727, which was read for the first time: <br /> <br />AN ORDINANCE AMENDING TITLE 2 OF THE MUNICPAL CODE, RELATING <br />TO ADMINISTRATION AND PERSONNEL, BY ENACTING A NEW SECTION <br />KNOWN AS SECTION 2.66.050(3), SIGNS BY AMENDING SAID SECTION SO <br />AS TO ELIMINATE THE CASH BOND REQUIREMENT; CONTAINING A <br />SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />6. Ms. Colquitt introduced Bill 8728, which was read for the first time: <br /> <br />AN ORDINANCE AMENDING CHAPTER 2.64 OF THE MUNICIPAL CODE, <br />RELATING TO THE NONUNIFORMED EMPLOYEES RETIREMENT SYSTEM, <br />BY REPEALING SECTION 2.64.090 THEREOF, RELATING TO NORMAL <br />SERVICE RETIREMENT, AND ENACTING A NEW SECTION 2.64.090, <br />NORMAL SERVICE RETIREMENT, SO AS TO INCREASE THE PENSION OF <br />PARTICIPANTS WHO TERMINATED ON OR AFTER SEPTEMBER 1, 2004. <br /> <br />COMMENTS <br /> <br />Barb Heise, 920 Golf Course Drive, expressed her displeasure with the Resolution <br />relating to the TIF Commission, asking how it could be changed without TIF <br />Commission members not being consulted. She does not approve the Commission's <br />power being removed because it affects citizens who want to participate in City matters. <br />She said she was "personally insulted" and found it denigrating to citizens. She wants <br />to know how to change it? Mayor Adams responded that he did not know how to <br />change it. <br /> <br />The City Manager said that the "historic searchlight" was to be turned on in a few <br />minute's time. <br /> <br />Mayor Adams mentioned that the "Concert in the Parks" started this evening, and the <br />"Concert in the Loop" starts tomorrow evening. <br /> <br />Ms. Brungardt said Council discussions took place prior to this meeting about the TIF <br />Resolution and asked if there had been a meeting with the TIF Commission following <br />the Council meetings.
