Session 1929
July 12, 2004

Mr. Ollendorff said that City administration is not involved in any appointments; that is
the prerogative of the City Council. Citizens are not involved and staff are not involved
in appointments. The Council may do as they see fit.

Mr. Wagner said some Councilmembers want to reopen the discussion to hold an offsite
retreat for the City Council, and Mayor Adams said he and the City Clerk would work on
it.

Ms. Colquitt asked if the appointments resulting from the TIF Resolution would become
effective in August 2004, and Mayor Adams replied there is currently a vacancy and
there will be two others in August. The Resolution specifically states that even though
current members are eligible for reappointment, "they will not be re-appointed and will
be replaced by councilmembers." Mayor Adams added that the Resolution states that
"he must appoint members from the City Council to the TIF Commission. Ms. Colquitt
wanted to know how TIF members will learn they will not be reappointed and why they
were not advised about the content of the Resolution. Mayor Adams was not able to
answer that question. Discussion about the appropriateness of this measure followed.

ADJOURNAMENT

Mayor Adams said the next Regular Meeting of the City Council will be held on Monday,
July 26, 2004 in the Council Chambers at 7:30 P.M. The meeting adjourned at 9:02
p.m.

Leisha Meine Forsythe
City Clerk

Page 14
