Session 1929 <br />July 12, 2004 <br /> <br />Mr. Wagner moved to delay this for two weeks until Ms. Welsch is able to be present to <br />contribute to the discussion and Ms. Brot seconded. Mayor Adams asked what kind of <br />feed-back Mr. Wagner wanted from the City Manager, and Mr. Wagner said he <br />expected answers to a series of question posed by Ms. Welsch and Ms. Brot. Mayor <br />Adams said once the contract is approved with Dr. Jones and the survey instrument is <br />prepared, the City Manager would return with answers to questions. Mr. Wagner asked <br />if the contract could be structured in that way, and Mayor Adams said yes. Mr. <br />Ollendorff said survey questions could be provided for the Council. Ms. Brot expressed <br />concern that the survey tool may not be effective if citizens are not notified in advance, <br />and asked if it could be conducted on the internet. Mayor Adams suggested that it <br />might be better to leave design of the survey tool to the designers. Ms. Brot wondered if <br />a mail or internet survey could be more effective. Mr. Sharpe agreed with the need to <br />publicize the survey in advance. Ms. Colquitt suggested use of the kiosk boards and <br />the CityScape to publicize the survey and Mr. Ollendorff said the survey would occur <br />prior to the next CityScape, but a press release could be introduced once the contract <br />is approved. She was assured that kiosk boards could be used. <br /> <br />Richard Dockett, 6844 Crest Avenue, stated that the survey should provide <br />"proportional representation" and "economic integration." <br /> <br />The motion to delay passed. <br /> <br />(Mayor Adams tried to reach Ms. Welsch again but received a busy signal) <br />Resolution Authorizinq University Park #2 Neiqhborhood Improvement District <br /> <br />Mr. Wagner introduced a Resolution authorizing the matter of the neighborhood <br />improvement district in University Park No. 2 Subdivision and Ms. Brungardt seconded <br />the motion. <br /> <br />Ms. Colquitt asked for an explanation and Mayor Adams provided that explanation. <br />Ms. Brungardt, as a resident of University Park #2, provided additional information <br />regarding the history of the neighborhood improvement project. <br /> <br />Resolution Authorizinq Intent of Councilmembers Appointed as TIF Members <br /> <br />Ms. Colquitt introduced a Resolution requesting councilmembers be appointed to the <br />University City TIF Commission and Mr. Wagner seconded the motion. <br /> <br />Mayor Adams spoke to amend the Resolution to replace the words "members of <br />each ward" to read "members of the City Council." Ms. Colquitt questioned this, <br />and Mayor Adams responded that Missouri Statute #99.820 states it is the <br />Mayor's prerogative to nominate people to this Commission and he thinks the <br />this Resolution removes his prerogative. <br /> Page 9 <br /> <br /> <br />
