Session 1929 <br />July 12, 2004 <br /> <br />A,qenda Item # 8 - Public Hearinq on Heman Cell Phone Tower <br /> <br />A public hearing has been requested for July 26 at 7:30 p.m. in these Council <br />Chambers on the subject of installing a cell phone tower at Heman Park. <br /> <br />Mayor Adams reported that he had not been successful reaching Ms. Welsch via <br />telephone due to a busy signal all evening. <br /> <br />He stated that he agreed this matter should have a Public Hearing, but that hearing <br />should follow the review by the Park Commission, prior to review by the City Council. <br />Ms. Colquitt asked for a picture of what it will actually look like. Mr. Ollendorff said there <br />is no proposal currently. Discussion on finer points of the tower ensued while Mayor <br />Adams again attempted to contact Ms. Welsch by telephone. Mr. Sharpe asked if a <br />special study session could be held to discuss the matter and was told one would could <br />be. <br /> <br />The issue will be reviewed by the Park Commission and then studied by Council in <br />study session prior to a public hearing. <br /> <br />Consent Calendar #3: <br /> <br />Mr. Ollendorff mentioned a proposal recommended to conduct a community survey on <br />the City's comprehensive plan. The proposal from Dr. Terry Jones is recommended. <br /> <br />Since Mayor Adams could not reach Councilmember Welsch by telephone, Mr. Wagner <br />reported details of her position based upon an e-mail: 1) this had been discussed in the <br />Council's budget sessions; 2) she preferred "the money going to an economic <br />development part-time economic development director" rather than existing staff or an <br />intern. Ms. Brot said that Ms. Welsch questioned the idea conducting the survey, not <br />the person conducting it, and asked if a survey was required as part of the <br />development, and Mr. Ollendorff said it was specifically required as part of the <br />development of the Comprehensive Plan, for citizen in-put, and that it had been <br />budgeted in the Planning Department's budget for interns and for a professional survey. <br />Mr. Wagner asked if this discussion could be delayed until Ms. Welsch is present. Ms. <br />Brungardt asked if the City Council can consult with the survey team on the design of <br />the survey, and Mr. Ollendorff said customarily the person engaged to conduct the <br />survey develops the questionnaire, and then submits it to the Planning Commission for <br />review. Ms. Brungardt wants to know "that the questions being asked are the ones the <br />Council wants answered" and therefore would like the opportunity to review the <br />questions prior to them being sent. Mayor Adams recommended that the survey <br />instrument be shared with the City Council as well as the Planning Commission. Ms. <br />Colquitt stated the need for equal representation from each ward when the survey is <br />conducted. <br /> Page 8 <br /> <br /> <br />
