Session 1930 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />July 26, 2004 <br /> <br />At a regular session of the City Council of University City held in the second floor <br />conference room, July 26, 2004, Mayor Joseph Adams called the meeting to order at <br />7:30 p.m. In addition to Mayor Adams, the following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Ms. Francine Brungardt <br />Ms. Stefany Brot <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />Excused: Mr. Robert Wagner. Also present was the City Manager, Frank Ollendorff. <br /> <br />MINUTES <br /> <br />Mr. Sharpe moved to adopt the minutes of the July 12, 2004 Regular Session. Ms. <br />Brot moved to amend the Mayor's statement that there was only one city that utilized <br />members of council on their TIF committees. She referred to Thomas Moton's memo <br />on the same subject. There were two or three cities that were mentioned in the memo. <br />Mayor Adams said that he would like to be able to amend his own statements for <br />recording in the minutes and that he was not interested in changing them. He said that <br />there might have been more cities and he wasn't quite sure what he said. Ms. Colquitt <br />seconded the motion to approve the minutes, which carried unanimously. <br /> <br />Mayor Adams cautioned the Council against this new trend for verbatim minutes. It <br />takes too long to transcribe and they have a tendency to eat up too much of the <br />Council's valuable time at the meeting. <br /> <br />Ms. Brot moved to reconsider the previously approved minutes of the Special Meeting <br />of June 30, 2004. Councilmember Welsch seconded the motion. Mayor Adams said <br />that a reconsideration of previously approved minutes required a super majority to pass. <br />In other words 5 Councilmembers must move to approve the change in order for the <br />amendment to pass. He said that he didn't understand why the Council didn't amend <br />them at the meeting they were originally presented. Ms. Brot said that she wrote the <br />minutes, being that the City Clerk was unable to clerk the meeting. She stated that Mr. <br />Wagner and the City Manager decided that the instructions weren't clear enough. The <br />change is in bold on the second page. All voted aye, except for Mayor Adams and Ms. <br />Colquitt who voted Nay. The motion failed to receive a super majority vote and died. <br />The minutes will remain as is. <br /> <br /> <br />
