Session 1930
July 26, 2004

Addition of Aqenda Item

Mr. Ollendorff said that the Council needed to vote to add an item to the agenda
dealing with the Puppy Pool Party.

Ms. Brot moved to add this item. Ms. Welsch seconded the motion.

Ms. Colquitt moved to refer this item to the Park Commission. The motion died
for lack of a second.

The motion to add this agenda item passed four to two, with Ms. Colquitt and
Mayor Adams voting Nay.

A,qenda Item #6 - Puppy Pool Party

University City People for Dogs request Council approval for this event at Heman
Park Pool on September 11 with rain date on September 12. This event took
place last year with no adverse consequences. Several citizens voiced very
strong objections both before and after Mr. Ollendorff approved the event.

Ms. Welsch moved approval. Ms. Brot seconded the motion.

Responding to Councilmember's questions about when the pool would be
drained, Mr. Ollendorff said that the pool would remain uncovered and full
throughout the winter and in the spring the pool would be drained and cleaned.

Ms. Brungardt said that U. City for Dogs was formed due to a definite need in the
community for this service, because the City was unable to develop the
resources for it nor maintain it. She believes that it is appropriate for this issue to
go before the Park Commission for recommendation for approval. However, the
timing is unfortunate, because the Park Commission meets tomorrow night and
the next Council meeting is not until August 16.

Ms. Welsch said that it would be very difficult for U. City for Dogs to get enough
publicity after August 16th.

Elsie Glickert, 6712 Etzel, stated that she really didn't have a problem with this
event; however she wanted to make sure that Councilmembers were aware with
the problem with the grass not being totally seeded successfully yet. She
mentioned that regular patrons weren't allowed to sit on the grass yet, and she is
concerned what dogs would do to these areas. She also mentioned that the filter
system wasn't working quite right yet as well. Having dogs in the pool could
possibly negate our warranty.

Page 6
