Session 1932
August 16, 2004

concrete mix, flooring specifications, fixed windows, and deleting off-site heating and
cooling controls. These changes and more to follow are necessary to insure meeting
budget.

Mr. Ollendorff advised that the amount of the contract for the Recreation Facility
required the Council to reduce the total amount planned to be spent by means of
change orders. Several were approved at the last City Council meeting and several
were held over, pending further explanation. Now, Mr. Ollendorff requests approval for
change orders, none of which change the basic quality of the building, but does make
minor changes in specifications which allow the same level of quality for a lower price,
often by substituting less expensive but equal material. Change orders will bring the
cost closer to the balanced budget for this project.

Ms. Brot moved to adopt and Ms. Welsch seconded.

Ms. Welsch asked about "Number 7 - Delete Direct Digital Control System." If this is
added at a later date, what will it cost? Mr. Ollendorff said he would have to look up that
information. Ms. Welsch then said she understood the decision about the basketball
goals, costing $16,600, and hoped that they can be installed later. Mr. Ollendorff
suggested holding off on that item until later in the project. There is concern that all
goals in the contract can be afforded. He suggested at the last Council meeting
deleting four of the baskets and adding them at a later date, if there is enough money
because there were supporting comments from Councilmembers for their installation.

Ms. Brot asked how many baskets would remain, if the baskets were taken away, and
Mr. Ollendorff said the plan stipulated twelve: one at each end and two on each side, or
six in each gym. If there is a need to save money, the wiring for twelve would be
installed but only eight baskets would actually be installed, leaving four for later. He
then said he was "backing off a recommendation" he made previously when he
suggested leaving twelve in the contract for now. The decision does not need to be
made just yet, and if it looks as if all twelve baskets cannot be afforded, he said he
would advise the Council in a few months. Ms. Brot then asked Mr. Ollendorff to return
to the Council with the predicted usage based upon his knowledge of "people shooting
baskets" because it is a great sport to promote.

The motion to approve the change orders with changes was approved unanimously.
Mr. Wagner and Ms. Brungardt did not vote due to absence.

AGENDA ITEM # 7 - North & South - Liquor License

Mr. Ollendorff recommended approval of the license to sell all types of alcoholic
beverages by the drink at retail including Sunday sales at a new restaurant moving into
the location formerly occupied by two similar businesses. The applicant corporation and
its officers meet all ordinance requirements and are experienced in this type of
Page 7
