Session 1932 <br />August 16, 2004 <br /> <br />business. Police background checks reveal no alcohol-related offenses. No reason <br />has been uncovered to recommend delay or denial of this license application. <br /> <br />Ms. Colquitt moved approval and Ms. Welsch seconded. <br /> <br />Ms. Brot asked for clarification about some information provided to Councilmembers <br />regarding the applications for a liquor license, and Mr. Ollendorff advised that his <br />purpose in providing details was to give Councilmembers a complete picture of the <br />applicant to enable their decision making in the matter. He further explained that liquor <br />licenses are somewhat different than other licenses, to which people have a "right." <br />A liquor license is more of a privilege and the Council has a great deal more "leeway." <br />He is especially interested in the applicant's background as it relates to the liquor <br />license, e.g. violation of liquor or alcohol laws or alcohol-related law enforcement <br />issues. Ms. Brot said reports of drug paraphernalia bother her. She questioned what <br />her options are if she is concerned about the viability of issuing a liquor license and was <br />advised that she could vote against it. Ms. Welsch added that she had similar <br />concerns, but felt that details included in the license application reassured her of the <br />applicant's capability to operate under a liquor license. She would respond differently if <br />this were an application for a new license, but since it is a transfer of a license and the <br />recent history shows successful operation with no problems, she would vote in favor of <br />it. <br /> <br />The application passed unanimously. <br /> <br />AGENDA ITEM #8 - City Hall Restoration Architectural Contract Amendment <br /> <br />Mr. Ollendorff recommended approval of an amendment to the agreement between <br />University City and Trivers Associates, Inc., to provide additional architectural and <br />engineering services for the renovation of City Hall. The amendment adds all <br />professional services required for determining the sequence and design of improvement <br />noted in the original contract studies including plan preparation, bidding, and contract <br />administration at a base cost of $220,810 plus reimbursable costs estimated at $5,500 <br />all as spelled out in the scope of services attached to and made a part of the contract <br />amendment. This scope of services includes L.E.E.D.S. certification which if not <br />required by Council would reduce this contract amendment by cost by $25,000. <br /> <br />Councilmember Shelley Welsch removed herself from the Council chambers due to a <br />conflict of interest issue with this item. <br /> <br />Mr. Sharpe move approval and Ms. Brot seconded the motion. <br /> <br />Mr. Sharpe asked about a $25,000 amount and if it will remain, and Mr. Ollendorff said <br />the contract includes the design work necessary for L.E.E.D.S. certification. The <br />L.E.E.D.S. will be included in the design work unless the Council decides against it. <br /> Page 8 <br /> <br /> <br />
