Session 1932 <br />August 16, 2004 <br /> <br />The vote to approve the contract with L.E.E.D.S. certification was approved <br />unanimously. <br /> <br />Ms. Welsch returned to the Council Chambers following the vote. <br /> <br />COMMENTS ON NON-AGENDA ITEMS. <br /> <br />Nancy Sachar, 8044 Lafon Place, thanked Ms. Welsch for assisting her with her request <br />in the absences of Ms. Brot and Mr. Wagner and reported that she received a call from <br />Thomas Moton, Assistant City Manager in response to her query. <br /> <br />Her comment related to fifteen houses on Lafon Place, Mapleview, and Crandon, south <br />of Delmar Boulevard, where residents have been harassed by people coming to their <br />front doors. She does not know what they want because she does not answer her door <br />to them, but was advised by neighbors that they purport "to sell magazines." One of <br />these persons was recently arrested. She fears the safety of the residents, and she <br />commented that these people approach these houses almost every day, and she wants <br />to know why this practice is not stopped. She thinks the offenders are not detained by <br />the police long enough. She regards their offence as harassment, not soliciting. <br /> <br />Mayor Adams said residents can install signs which say "no soliciting" and that by doing <br />so, violators can be charged with trespassing, which results in longer incarceration of <br />the violator. <br /> <br />Jen Jensen, 706 Pennsylvania, expressed her concerns about the out-sourcing of the <br />pool management to Midwest Pool Management. She regards the projected savings <br />from this decision as an insignificant amount and one with negative feedback. The <br />savings enjoyed by the City is at the expense of the young pool employees, who must <br />now provide their own equipment and must also pay for their own certification as "Star <br />Guards" requiring additional expenditure. She is also concerned about insufficient <br />training and the fact that guards must first make an investment and then wait a <br />prolonged time to be paid. their salaries. She brought a number of signed petitions to <br />the City Council tonight requesting the return of the pool management to the Parks and <br />Recreation Department because "outsourcing creates an unnecessary level of <br />bureaucracy.., and is not in the best interest of the residents, the management of the <br />pool or of the multi-million dollar investment."
