A report can be ready for Council by next <br />meeting. <br /> <br />Mr. Munkel moved approval of the temporary tower based on satisfactory findings from <br />City staff in regards to all conditions. Mr. Wagner seconded the motion. <br /> <br />Mr. Lieberman said that he believes that it was Mr. Ollendorff's intent to study the plan <br />first before approval. He said he likes the idea of the temporary location, because it still <br />gives the school district the option to come back in at a later date which is what the <br />Plan Commission and Council had in mind. He will vote against this motion, however, <br />to allow the proposal to be studied by staff. <br /> <br />The motion failed four to three. <br /> <br />Mr. Schoomer said he believed it was the consensus of Council to approve this, but he <br />does want time to study it first. <br /> <br />AGENDA #3: OUTDOOR FOOD SALES: <br /> <br />Mr. Ollendorff said that he had a request from the University City Lions Club to carry out <br />the barbeque sales on a monthly basis at the National Food Store. They have done <br />this for many years. At one time the sales took place at Chaney's and for the past <br />several years it has been at National. We had found that the zoning ordinance does <br />not allow this type of use. The question came up when a proliferation of outdoor sales <br />up and down Olive and in the Delmar Loop were requested. When checking the <br />ordinance, it was found that they were not legal. We are considering revising the <br />ordinance as recommended by the City Council last fall to permit such sales, but only in <br />front of a business whose license specifically allowed that kind of a sale. This <br />ordinance has not been written yet. <br /> <br />Mr. Jim Salarano, 12711 Spanish Village Dr., explained the purpose of the barbeque <br />sales that the Lion's have done over sixty-five years in the University City area. He <br />explained that the money is put back into the City to indigent people, for glasses, and <br />that they also make donations throughout the world for hospitals to perform eye <br />operations. They do not cook anything that does not come out of the National store. <br />He believes a special use permit would be in order so that they could continue to do <br />their charitable community work. <br /> <br />Mr. Schoomer asked Mr. Ollendorff if the Council did not direct him to implement a <br />policy similar to the one identified as Option #3 in his discussion, in which he was to <br />implement peddler's licenses on a specific related business premises. Mr. Ollendorff <br />responded that it was his understanding that he was to have the City Attorney draft an <br /> <br /> <br />
