Several members of the Plan Commission indicated that further attempts <br />should be made to construct this tower at University City High School. <br /> <br />Mr. Douglas Baron, #10 South Broadway, said that he is representing AT&T Wireless <br />and their application for a conditional use permit. The next best alternative for a <br />transmission site in University City was in the Mount of Olive Cemetery. The other <br />alternative was at the University City High School. After an extended period over <br />several months, an agreement had been reached between the school district and <br />AT&T. New problems with this includes the school district's need to go through a <br />competitive bid process for the rooftop and that the building has a historical designation <br />on the local, state and federal level. This represents approximately seven months of <br />delays with possible uncertainties. AT&T proposes to use the Mount of Olive Cemetery <br />site for an eighteen month period on a temporary basis, provided that the asphalt <br />driveway and parking lot be waived, and using chat instead. They also would install <br />equipment cabinets versus an equipment building. They would also wish to be exempt <br />from the ten foot wider area of landscaping, since it would be surrounded by existing <br />woods. When all required approvals have been received for the high school site, then <br />AT&T would remove all the improvements at the cemetery site at the end of the <br />eighteen month period at their cost. If the required approvals are not received, then <br />they would like to make the temporary conditional use permit permanent and then make <br />the permanent improvements to the site as per the original plans. <br /> <br />Mr. Ollendorff suggested that the alternate proposal be referred to staff for study to see <br />how it complies with the ordinance and the recommendation of the Plan Commission. <br /> <br />Mr. Schoomer said that this seemed a step in the right direction. He asked Mr. Baron if <br />this plan had met with the approval of the cemetery op,erators. Mr. Baron said that <br />Mount of Olive was willing to have AT&T as a tenant, but the discussions had not been <br />concluded. <br /> <br />Mr. Lieberman said it seemed that the Plan Commission said that more discussions <br />should have been held with the school district, and it is apparent that this has been <br />done. If this alternate proposal goes through, then discussions must be continued with <br />the school district. He said that it was very important to follow Mr. Ollendorff's <br />suggestion to study the alternate plan thoroughly. <br /> <br />Mr. Munkel asked about the building structure and whether it was to be temporary. Mr. <br />Baron replied that there would only be cabinetry installed and that a building would not <br />be constructed at all. <br /> <br />Mr. Sharpe asked Mr. Ollendorff to clarify exactly what he would like to do with the <br />alternate proposal. Mr. Ollendorff said that they had not had any time to read this <br /> <br /> <br />
