Session 1935 <br />September 27, 2004 <br /> <br />for the City Manager to provide for further review of legal questions passed <br />unanimously. <br /> <br />A.qenda Item #6 - Lease for Senior Use of Community Center <br /> <br />Mr. Ollendorff recommended approval of the lease which allows half of the Community <br />Center, plus one kitchen, to be used by the Mid-East Area Agency on Aging on <br />weekdays for programs ranging from meals to recreation and outreach. The proposed <br />lease payment is $12,000 annually plus payment to the city of $3,500 for the senior's <br />activity fees. Mid-East further proposes to reduce our budgeted personnel cost by <br />$7,000 for provision of building monitor services during their open hours, plus a budget <br />reduction of $5,000 for custodial time by assisting with set up services following <br />activities and rentals. The total value of this to the City of $27,500 compares to a fair <br />rental and cost of operation estimated at $30,000 to $37,000. The Park Commission <br />approved this use of the Community Center. The University City Senior Service Board <br />is very much in favor of this move which would include most of their offices and <br />services. Side benefit would be the freeing up of space at 630 Trinity for other very <br />limited uses, as well as a reduced number of vehicles utilizing our parking spots. There <br />would also be a small cost savings at 630 Trinity since the City Manager does not <br />anticipate extensive daytime uses. The main point in favor of this lease is that a <br />Community Center is seen by all concerned as a much more suitable facility for senior <br />use, and one which will be increasingly utilized by the Parks Department for senior <br />programming. <br /> <br />Ms. Brot moved approval and Mr. Sharpe seconded. <br /> <br />Gladys Hicks, Mid-East Area Agency on Aging, 14535 Manchester Road, said her <br />agency is very grateful for the opportunity to expand their activities for the citizens of <br />University City and to use the Heman Park facility. Some things in the lease still need <br />to be clarified before signing, she advised. <br /> <br />Mr. Wagner asked for clarification, by asking what review process was available at the <br />end of one year, and Mr. Ollendorff advised that between October 11, 2004 and the end <br />of December 2005, Mid-East has an annual option to renew the lease, subject to any <br />rent increases passed by the City. In other words, the lease is good for four and one- <br />half years if they agree to rent increases. Mr. Wagner asked if the rent was at the <br />discretion of the City Council and was advised that it is, within the parameters of the <br />City Budget. Mr. Wagner said his concern is that some of the off-set in budget cost <br />relates to maintenance and wants to be assured that if it does, it will be up to the <br />standards expected from City Staff, and he was assured that it would be by Mr. <br />Ollendorff. <br /> <br />Mr. Sharpe asked how this change would affect the Summer Youth Program?
