He then said the Park Commission approved <br />the use of the facility only; they did not consider the details of maintenance and other <br />things. Mr. Sharpe asked if the current custodial staff will remain, and was advised they <br />would be assigned to other duties in other City facilities, reducing the budget by <br />$12,000. Ms. Welsch expressed her support for this idea and the improvement it <br />brings, but asked about procedures for set-up on the south side of the building to be <br />conducted by Mid-East. Mr. Ollendorff said the lease specifies that they are responsible <br />for the set-up for activities following their own on the north side of the building and they <br />are to assist with the set-up on the south side also. <br /> <br />Ms. Brot commented upon the fee stated in the lease, which should be $3,500 and not <br />$35,000 as written, and Mr. Ollendorff said there was a typographical error. She also <br />commented upon the value of "interaction between different age groups" and how this <br />can provide a benefit to both groups. She commented that her professional life has <br />centered upon developing programs for seniors and she has noticed better facilities and <br />ambiance in other centers in other local areas, so she welcomes this improvement. She <br />also asked if she can vote on this issue and was advised that she can. <br /> <br />Ms. Brungardt commented that the Park Commission did discuss, very comprehensively, <br />the details of the impact of this program upon the Recreation Center. Ms. Colquitt <br />expressed concern about accommodating very young children and their noise along <br />with the seniors, and she wondered if the seniors will work around the schedule of <br />other City functions. She wanted to make sure that all functions are included in this <br />consideration. Mr. Ollendorff added there is provision that if the entire facility is needed, <br />the senior group will make arrangements for any special need during their hours. <br /> <br />Richard Dockett, 6844 Crest Avenue, expressed concern about the overlap of senior <br />groups with other groups and questioned how this change will impact youth groups. He <br />asked what the specific hours of senior use would be? He does not want groups to be <br />displaced. <br /> <br />Ms. Colquitt asked if the contract had been signed and was advised that it still needed <br />to be approved by the City Attorney and the City Manager and by Mid-East; it is a draft. <br />Mr. Ollendorff asked the City Council for authority to sign the final document. Ms. <br />Colquitt asked to see the final document before this is done and was advised the <br />Council would receive copies. Mr. Wagner responded to Mr. Dockett's comment about <br />regularly scheduled groups and how the tenant would be responsible for scheduling use <br />in the other half of the building and asked the City Manager if the City would still be able <br />to stipulate priorities in scheduling the facility? Mr. Ollendorff said in the past year only <br />one-half of the facility was used, with only four occasions when groups would have to <br />share or miss out on using the entire facility, so no groups will be turned away and may <br />only need to alter their plans minimally.
