Ms. Brot asked if the lease should contain the words "draft" to avoid
misunderstanding and was advised that it probably is not a problem, because the City
Attorney needs to make if official. Mr. Sharpe asked if approval this evening was to
"approve the concept" and was advised that it was. The motion passed unanimously.

Consent Calendar Item # 11 - 2005 City Council Meetinq Schedule

Mr. Ollendorff advised the reason approval is needed now is so that dates may be
printed on the City Calendar soon.

Ms. Brot expressed her opinion that three budget meetings would be preferable to the
current two meetings, because it is difficult to focus attention for such a long time. Mr.
Ollendorff said in the past three meetings were held, then the three meetings were
changed to two meetings, because it turned out that the business was generally
conducted in the two meetings and the third turned out to be unnecessary. Mr.
Ollendorff suggested scheduling a third meeting in addition to the current two if the
Council deems it necessary, just so long as the meeting is posted 24 hours prior to the
actual meeting to meet the requirements of the Sunshine Law. She also asked about
the irregularity of meeting dates and asked why they are not held every two weeks? Mr.
Ollendorff said they are set to accommodate national and religious holidays and
attendance at important conferences. Generally speaking, 18 meetings are held during
a period of 52 weeks. This leaves openings for study sessions which are never
scheduled in advance. With all these additional meetings, the Council meets on
average about 26 times a year.

Mr. Sharpe moved adoption and Ms. Welsch seconded, which passed unanimously.

Resolution - Waldron and Wellinqton Intersection Improvement

Ms. Welsch moved to introduce the resolution and Mr. Sharpe seconded.

Mayor Adams said this sets up a neighborhood improvement district in the 1200 and
1300 blocks of Waldron. It was requested and approved by the residents.

The resolution passed unanimously.

COMMENTS ON NON-AGENDA ITEMS

Rosalyn Borg, 7820 Cornell Avenue, spoke about the problem of over-grown trees
which grow into electrical and telephone wires and onto roofs of houses and garages
and how she would like the City to do something about this problem by providing tree
trimming as a City service, just as leaves are collected for citizens. She would like the
Forestry Department to investigate this service. As for trees planted by the City along
Page 13
