Ms. Welsch commented upon an earlier effort to set up a program to assist <br />citizens with tree maintenance and asked the City Manager to communicate details of <br />this effort to Ms. Borg. <br /> <br />Sandra A. Hewitt, 6913 Roberts Avenue, came to express two concerns. The first <br />relates to a vacant building at 6927 and 6928 Bartmer with broken windows, over-grown <br />grass which is an eyesore and creates a situation in which rats flourish. There are <br />holes in the sidewalk which are dangerous for children. The second problem centers on <br />6923 Roberts Avenue where there are trespassers from a housing project in Pagedale. <br />Individuals have been confronted but the resident feels threatened. Although the <br />University City Police Department have addressed the issue, it has not been solved. <br />She thanked the Police for a job completed on September 18, 2004. <br /> <br />The City Manager said the Assistant City Manager will obtain details from her tonight <br />before she leaves, so the City can act upon her request. <br /> <br />Elsie Glickert, 6712 Etzel Avenue, came to speak about space at City Hall. She quoted <br />a report from Trivers, the architects undertaking the restoration of City Hall, which notes <br />that City Hall is currently used to maximum space utilization and urges the City Council <br />to consider their comments and relocate the offices of the Parks Department to the <br />Recreation Center in Heman Park, as per the Proposition K Committee suggestion. <br />She commented that this is a common practice in other municipalities. She submitted a <br />petition from citizens expressing their desire for this relocation, to free office space and <br />parking space at City Hall. <br /> <br />Alicia Clay, 6927 Corbitt Avenue, spoke about neglect of maintenance of streets in her <br />area, particularly in respect of trees, streets and alleys. She has called and asked for <br />improvement, but nothing has changed. She said two large dumpsters had replaced <br />four small ones in the alley, but construction companies repeatedly fill them with <br />construction refuse. <br /> <br />Terry White, 6924 Bartmer Avenue, complained about over-grown trees and problems <br />with alleys, where debris collects.
