Session 1935 <br />September 27, 2004 <br /> <br />Timothy Hepler, 3907 Cordes, expressed his concern regarding this proposal and <br />mentioned there was a lack of information provided to police officers. He was emphatic <br />that he did not represent the Fire Fighters. Although he said he makes the effort to <br />remain informed, he was not aware of these changes and feels that those concerned <br />were ill-informed and under-informed about the issues. He asked why this was so, <br />especially when decisions were made in May and the police were not contacted for their <br />feed-back. Some feel that it is a "windfall" for the command staff and he feels that they <br />should at least be informed changes. <br /> <br />The Bill was given its third reading. <br /> <br />Mr. Wagner moved approval and Mr. Sharpe seconded. <br /> <br />Ms. Welsch said she received an email but does not know if it was from Mr. Hepler. <br />She wants to know what Councilmember Colquitt's "take" on this matter is since she is <br />the liaison to the Pensions Board. Ms. Welsch believed that the uniformed employees <br />representative was responsible for conveying information to the members in the police <br />department. She wants to know if Mr. Hepler's concerns are widespread amongst the <br />uniformed patrolmen. Ms. Colquitt mentioned that the representative for the Police <br />Department did not attend the last meeting. Mr. Ollendorff said the matter was handled <br />by the Pension Board and representative of Police and Fire Departments spoke in favor <br />of these changes and Mr. Ollendorff said he supports the changes because they <br />provided incentives for police to remain on their jobs. Mayor Adams said pension <br />changes occur because the representatives bring forward the proposed changes for the <br />Board to consider. Ms. Brungardt was familiar with Mr. Hepler's comments and asked if <br />there is a way that communications can be improved in terms of keeping officers <br />informed and some way to foster open communication. Mayor Adams reminded the <br />Council of the delineations between management and labor when it comes to this type <br />of negotiation, pointing out that union members do not want to be told what to do by <br />managers. Ms. Welsch reiterated the need for the representatives to improve <br />communication with members. Mr. Wagner expressed confidence in Council <br />appointees on the Pensions Boards and in the excellent job they do. <br /> <br />The roll call vote was as follows: AYES: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, Ms. <br />Brot, Ms. Welsch, Mr. Sharpe and Mayor Adams; NAYS: none. Bill Number 8733 <br />passed and became Ordinance Number 6505. <br /> <br />2.
