Session 1935
September 27, 2004

Ms. Colquitt questioned whether the address was 7262 Delmar Boulevard and the City
Clerk advised that it was a typographical error and the correct address is 7261 Delmar
Boulevard.

The Bill was given its third reading.

Mr. Wagner moved approval and Ms. Brot seconded. The roll call vote was as follows:
AYES: Ms. Brungardt, Mr. Wagner, Ms. Brot, Ms. Welsch, Mr. Sharpe, Ms. Colquitt and
Mayor Adams: NAYS: none. Bill Number 8734 passed and became Ordinance Number
6506.

BILL NUMBER 8735 -AMENDING CHAPTER 10.44 OF THE MUNICIPAL
CODE, RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS,
BY REPEALING SECTION 10.44.010 THEREOF, RELATING TO PARKING
PROHIBITED ON CERTAIN STREETS AT ALL TIMES, AND ENACTING IN
LIEU THEREOF A NEW SECTION TO BE KNOWN AS SECTION 10.44.010
PARKING PROHIBITED ON CERTAIN STREETS AT ALL TIMES, THEREBY
AMENDING SAID SECTION SO AS TO PROHIBIT PARKING AT ALL TIMES
ON PORTIONS OF DELMAR BOULEVARD AND MANHATTAN AVENUE;
CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY.

Nancy Sachar had asked to speak on this item, but left before she was able to do so.
Mr. Wagner volunteered to represent her point-of-view to the Council. He said that she
lives on Lafon Place near Gay Field and she objects to the change made by the Clayton
School Board which will vastly increase the parking problems in the area. She wants
the City Ordinance expanded from a nine-hour to a twelve-hour range, 11 A.M. to 11
P.M.

The Bill was given its second reading.
The Bill was given its third reading.

Ms. Welsch moved adoption and Ms. Brot seconded.

Mr. Wagner said the Delmar part relates to County "striping" but asked for clarification
as to the "no parking areas resulting from the striping" and commented that he hopes all
of them are west of Hanley Road. Mr. Ollendorff explained that the striping the County
wants to undertake, upon approval of this bill, is the striping west from Hanley Road.
They want this Bill passed first because it deletes parking for about 200 feet near North
and South Road; this is the only change. He said an additional two parking spaces will
be deleted on Manhattan. The striping will be from Hanley to the west. Mr. Wagner
then asked which side of Delmar will lose the parking, and Mr. Ollendorff advised that it
would be on the north side of Delmar Boulevard, from a point 120 feet east of North and
South Road to a point 200 feet east, which is in front of a medical office building and an
apartment complex where six parking spaces will be lost. Mr. Wagner asked if any
Page 16
