Session 1935 <br />September 27, 2004 <br /> <br />John Cross, 6847 Raymond Avenue, asked for clarification because he believes the Bill <br />is "open-ended" when it says "Pershing Heights" and he wants to know what the <br />benefits will be. Mr. Ollendorff responded that this Bill pertains only to six lots in <br />Pershing Heights, those adjacent to the alley just paved by the City, from Roberts <br />Avenue to Raymond Avenue, and it is to assess four lots on one side of that alley and <br />two lots on the other side. Mr. Ollendorff added that if the Council proceeds to act on <br />this bill, he recommends that it be amended to reduce the assessment from $2000 per <br />lot to $1868 per lot. <br /> <br />Ms. Colquitt asked if the residents were aware of the amount of the assessment, and <br />Mr. Ollendorff said they were aware of the $2000 amount, but they have not been <br />notified that the amount may be lowered. He said as soon as the Council makes the <br />decision, the residents will be notified of the lower amount. Ms. Colquitt said she <br />thought there would be another meeting with residents to advise them of the <br />assessment. Mr. Ollendorff said that was done last winter. Ms. Colquitt said the City <br />Manager had said that Council could determine the amount of the assessment and he <br />said that this is the decision being made tonight. Mr. Ollendorff said when the final <br />costs proved that the assessment could be less than $2000, he sent a memorandum to <br />the Council advising them of this and suggesting that the amount could be lowered to <br />$1868. He reported that one or two Councilmembers responded they were in favor of <br />doing this, so he recommended lowering the amount. Ms. Colquitt asked what she <br />needed to do to remove this item so that she could talk to the residents again, and <br />Mayor Adams said she could request no third reading of the Bill occur. <br /> <br />Ms. Colquitt requested that the Chair not have a third reading of the Bill. Mayor Adams <br />said it was necessary to have the second reading of the Bill, however. <br /> <br />The City Clerk began reading the Bill for the second time, but was interrupted by Mayor <br />Adams who said it was necessary to entertain a motion to amend the assessment <br />amount to $1868. Ms. Welsch moved to amend the amount to $1868 and Mr. Wagner <br />seconded, and the amendment passed unanimously reducing the assessment from <br />$2000 to $1868. Mayor Adams reported that Bill 8737 will be held over until the next <br />Council meeting. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />1.
