Session 1720, Minutes <br />April 20, 1998 <br /> <br />CITY CLERK'S DOCKET: <br /> <br />EMERGENCY BILL: <br /> <br />An emergency bill was introduced by Mr. Schoomer, entitled: <br /> <br />AN ORDINANCE CHOOSING THE METHOD OF LOCAL USE TAX DISTRIBUTION <br />AS REQUIRED UNDER SECTION 144.757 RSMO, SO THAT THE TAX MONEY <br />SHALL BE DISTRIBUTED TO THE CITY OF UNIVERSITY CITY BASED ON THE <br />PERCENTAGE RATIO THAT ITS POPULATION BEARS TO THE TOTAL <br />POPULATION OF ALL MUNICIPALITIES CHOOSING THE SAME OPTION; <br />CONTAINING AN EMERGENCY CLAUSE. <br /> <br />Bill Number 8383 was given its first reading. <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Schoomer moved adoption. Mr. Sharpe seconded the motion. <br /> <br />Mr. Lieberman asked Mr. Ollendorff if records for auditing purposes could be obtained. <br />Mr. Ollendorff responded that they can be obtained at any time. <br /> <br />Mr. Schoomer asked if we had an estimated budget for collection. Mr. Ollendorff <br />replied that a tentative $200,000 would be in the budget. Mr. Lieberman said that if <br />everyone bought local, then there would not be any money. Mr. Ollendorff said that we <br />would be in a pool with other cities. What we get will be small until bigger cities join the <br />pool. <br /> <br />The roll call vote went as follows: AYES: Mr. Lieberman, Schoomer, Sharpe, Mayor <br />Adams. NAYS: none. Bill # 8383 became Ordinance Number 6161. <br /> <br />REPAYMENT OF USETAXREFUNDS: <br /> <br />Mayor Adams asked if there would be any discounts on the interest the City would have <br />to pay if we paid back what the City owes up front versus paying on a monthly basis. <br />Mr. Ollendorff said that he is checking into that, but does not know what the discounts <br />will be yet. Mayor Adams directed the City Manager to find out first before a decision is <br />made. <br /> <br /> <br />
