Session 1934 <br />September 20, 2004 <br /> <br />Discussion followed about these issues. <br /> <br />Ms. Brungardt asked for a list of all cell towers in University City so that she can <br />examine what they look like before she makes a decision. <br /> <br />Mr. Ollendorff said that the law is clear that, since this is a zoning law, this issue <br />must be brought before the Plan Commission, at which point the Council would <br />need to hold a public hearing. He wanted to clarify that Council wished to have <br />an additional public hearing knowing that another public hearing must be <br />scheduled following the Plan Commission recommendation. The sense of the <br />Council was to have the additional public hearing prior to the Plan Commission <br />action. <br /> <br />City Council Travel Policy <br /> <br />Mr. Sharpe echoed Mr. Wagner's suggestion that each Councilmember have a <br />portion of the total travel budget for use, and if not used by that member, it could <br />be used by other members. He asked what per cent of the total budget each <br />member's portion would be? Would that percentage be increased from $25,000 <br />to one-tenth of a percent of the total budget? Should the Mayor receive a higher <br />per cent age allocation? Should Councilmembers who are officers of <br />professional associations be allowed to spend more money? There is a policy but <br />it is not always followed; reimbursement amounts are not always observed. <br />There seems to be a need for the policy to be reviewed and observed. <br />Discussion about these points followed. Mayor Adams suggested embracing the <br />travel policy at a later Study Session after Councilmembers had the opportunity <br />to study the current policy, or creating a Council subcommittee to study the <br />policy. The sense of the Council was for the Mayor to assign a new Travel <br />subcommittee to study and modify the policy. <br /> <br />City Council Strategic Meetinq Retreat <br /> <br />Mayor Adams reported that no further work had been done on this topic for the <br />past month and asked if Councilmembers wanted to have a retreat, per se, or to <br />wait until next year to incorporate this activity into a goal-setting activity for the <br />Council and the staff? Mayor Adams pointed out that his reasons for suggesting <br />a retreat were that, in his memory, the Council changed considerably in a short <br />amount of time, and he thinks a retreat makes a group function more efficiently <br />as a result of learning how people work, both individually and as a group. <br />Councilmember Brungardt expressed her desire "to build relationships on-the- <br />job" which she sees as a more effective approach. Councilmember Welsch <br />stated that she "is not in favor of touchy-feely session" but will do what the <br />majority of the Council wants. Discussion of this approach followed.
