Session 1934 <br />September 20, 2004 <br /> <br />Pedestrian Traffic Safety Issues <br /> <br />Mr. Ollendorff noted three traffic issues: <br />1) the Delmar-Trinity intersection project, a controversial suggestion which <br />comes before the Council in October is no left turn during rush hours. Discussion <br />of this solution to the problem followed. A bill will follow. <br />2) the west end of Delmar has traffic problems due to speed and excess <br />vehicles resulting from the Metro closing Forest Park Parkway so he wants to <br />reduce the speed limit. Ms. Welsch does not favor lowering the speed limit; she <br />believes other steps relating to signs and crossings should be addressed. A <br />discussion as to how to resolve this problem followed. <br />3) funding for police enforcement of these issues is also needed to support <br />changes in traffic problems. Mr. Ollendorff described methods to do this by <br />bringing pressure to bear on both the County of Saint Louis and the Metrolink <br />facility. Discussion of this issue followed. The consensus was to pursue Mr. <br />Ollendorff's suggestions regarding the speed limit and funding. <br /> <br />River Flood Control Update <br /> <br />The City Manager reported there are several problems relating to flooding <br />problems which should be discussed at a future Study Session. Ms. Colquitt <br />asked what Metropolitan Sewer District has done to address the issues. Mr. <br />Ollendorff reported on their activities and staff suggestions. It has evolved into a <br />joint effort by MSD, the City, and volunteers to clean the river. <br /> <br />As for the Down-Spout problem, MSD has addressed the problem and is making <br />improvements on houses at their expense. <br /> <br />The Army Corps of Engineers is currently working on the problems of the main <br />river flow through the City and there is an effort to make MSD a local partner in <br />solving the problems it causes. There are numerous issues relating to the <br />problems caused: health matters, sanitary over-flows, and storm and sewer <br />back-ups. <br /> <br />Mr. Ollendorff advised there will be a series of policy decisions to be made, <br />particularly in respect of alternatives, over the next few years. Mr. Sharpe asked <br />that issues be put in writing and Mr. Ollendorff said they would be. Discussion as <br />to the viability of partnership programs with MSD followed. <br /> <br />Additional Items <br /> <br />Mayor Adams mentioned the County Municipal League will hold a meeting this <br /> Page 6 <br /> <br /> <br />
