Session 1936 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />October 11, 2004 <br /> <br />At a special session of the City Council of University City held in the second floor <br />conference room on Monday, October 11, 2004, Mayor Joseph Adams called the <br />meeting to order at 7:00 p.m. In addition to Mayor Adams, the following members of <br />Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Ms. Francine Brungardt <br />Mr. Robert Wagner <br />Ms. Stefany Brot <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present was the City Manager, Frank Ollendorff, Assistant City Manager Thomas <br />Moton, Jr., and City Clerk Leisha Forsythe. <br /> <br />1. CALOP Operatin.q Procedures, Five-Year Plan and Ordinance Revisions <br /> <br />Councilmember Wagner noted that two members of CALOP, the voting technical <br />appointee from Charter and the non-voting appointee from Charter are taking leave of <br />absences from this commission due to differences with the current chairperson. The <br />City Clerk should write letters to them as soon as possible informing them that they are <br />either in active service or not; there is no such provision for a leave of absence. He was <br />also shocked to learn that there are no operating procedures in place for this group, <br />which must be rectified immediately. According to the CALOP ordinance, a five year <br />plan should also be in place, which has already been done. The current CALOP <br />chairperson took it on himself to remedy the situation by authoring a set of operating <br />procedures. Mr. Wagner stated that it was clear that the committee is dysfunctional and <br />the Council must take action in order to get them working correctly again, one of which <br />is to adopt the operating procedures, as well as getting qualified and able citizens to <br />serve on this body. <br /> <br />Councilmember Welsch commented that she had attended some "bad meetings" <br />because both the staff liaison and chairman were attempting to run the meetings. Only <br />one person can run a meeting, and that person should be the citizen chair. After the <br />first meeting she attended, Ms. Welsch spoke with Councilmember Wagner, the former <br />Council liaison to CALOP, and to Thomas Moton about the situation and expressed her <br />concerns. She asserted that the conflicts made the meetings difficult and unproductive. <br />She said that it was important that the CALOP chairman run the meeting, with the staff <br />liaison available to give support and answer questions, but not run the meeting. CALOP <br />member Nora Cahill's information packet included innuendos and false statements, but <br />Ms. Welsch agrees there does need to be some changes. Ms. Welsch asked the <br /> <br /> <br />
