Session 1937 <br />October 11,2004 <br /> <br />Mr. Wagner asked if Ms. Welsch could introduce this amendment in the ordinance <br />tonight and was told by the Mayor that it would be out of order at this stage. Ms. Brot <br />said the Charter nominee may not live in University City and perhaps this point should <br />be changed in the ordinance. At any rate, this point should be explored prior to an <br />amendment. <br /> <br />Ms. Brungardt said, for the record, that she found this discussion and previous <br />discussion on the subject of CALOP to be extraordinarily confusing. It is difficult to <br />understand where the Council is procedurally and she is doing her best, but she is <br />confused. She wants a timely resolution, preferably before the CALOP commission <br />next meets. <br /> <br />Discussion on Consent Calendar Item #2 - Recreation Club Fees <br /> <br />This item was removed from the Consent Calendar and inserted at this point in the <br />meeting for the purpose of discussion. Mr. Ollendorff advised the City Council that <br />these fees were presented to the Council previously but they were returned to the Park <br />Commission for further study. The issue focused upon scholarships. The Park <br />Commission reviewed the fees and now recommends a fee of $2 per week, per child, <br />be approved for the after-school recreation program. The change in the scholarship <br />level is now 33 percent and 66 per cent levels, a greater amount than the original <br />submission. <br /> <br />Councilmember Brungardt, Council liaison to the Park Commission, reported that this <br />change will not amount to an increase. Councilmember Colquitt said she was the <br />person who wanted to know if this was an increase and said that she had asked for the <br />removal of this item for further discussion. She said the Park Commission, when she <br />served as Councilmember liaison, had asked the Director of Parks to provide figures <br />about where to obtain funds for scholarships but they had not yet been received. Ms. <br />Colquitt expressed concern that there are insufficient recreation programs for youth <br />aged 13-16 years of age. Ms. Brot asked where the money to pay for scholarships <br />comes from, and was advised it is part of the fees collected, the total revenue. About <br />six months ago, Mr. Ollendorff said the Park staff drew up and the Park Commission <br />revised and submitted to the Council an over all policy on how fees are established and <br />that fees were based upon those policies. Most of those fees met with approval of the <br />Park Commission and the City Council. This is one about which there were questions. <br />Now it is before Council for explanation. He quoted the August 25, 2004 report to the <br />Park Commission from the staff which he believes answers Ms. Colquitt's questions. <br /> <br />Ms. Colquitt said, no, it does not. She understands scholarships to come from outside <br />grant sources and not from funds generated from people who have paid to support a <br />given program. <br /> <br />Ms. Brungardt said the original fee discussion which came from the Parks Department <br /> Page 13 <br /> <br /> <br />
