Session 1937
October 11,2004

to the Parks Commission increased the after-school programs. All children eligible for
breakfast and lunch programs were going to be presented with copius paperwork to be
completed in order to qualify for these after-school programs. It was decided to attempt
to bolster support of the extended community through the school district to avoid
paperwork, so Parks Commissioners wanted to reflect the values of the community.
Ms. Brungardt said Ms. Colquitt's concern may evolve from previous discussions
relating to a scholarship program which would be an additional source of funding for
families in this program. She is concerned about follow-up. Ms. Brungardt was not
aware of it until Ms. Colquitt mentioned it and Ms. Colquitt was her predecessor as
liaison to the Park Commission.

Ms. Colquitt moved that this matter be returned to the Park Commission for
consideration. She said that they need to provide the information promised, relating to
outside funding sources for scholarships for citizens of University City. Ms. Brot asked
Ms. Colquitt if she also wanted additional discussion about programs for 13-16 year-
olds and Ms. Colquitt said yes, but she knew nothing about it. Citizens at the Northeast
meeting asked about programs for this age group Ms. Colquitt said. Mr. Sharpe added
that this discussion did occur at the last Northeast meeting. Mr. Ollendoff asked that the
request for this information be addressed to him to obtain necessary information. Ms.
Colquitt asked Mr. Ollendorff if he would forward the information to her before "we pass
this." Mr. Ollendorff responded that if the matter is referred back to the Park
Commission it will take another month or two and in the meantime, a program is running
and fees need to be charged. Mr. Ollendorff said if the matter is referred to him he can
provide all the information needed for the next meeting. Ms. Colquitt's motion died for a
lack of a second.

Mr. Sharpe asked Ms. Colquitt to rely upon Mr. Ollendorff to provide this information, at
which point Ms. Colquitt acquiesced.

COMMENTS ON NON-AGENDA ITEMS

Michael Henderson, Uninterrupted Entertainment, L.L.C., 6614 Clayton Road, Suite
316, came to discuss a multi-purpose facility for amateur and professional boxing,
training and entertainment and to obtain the support of the City Council. Mr. Ollendorff
advised him how to proceed with obtaining approval.

Ms. Colquitt inquired if sports other than boxing will be included and Mr. Henderson said
his program was "physical strss related: and would include a gym and basketball. Ms.
Brungardt expressed her support of the idea, adding she hoped there would be "ample
space for young women" to participate. Ms. Welsch expressed concerns with safety for
persons pursuing boxing as a sport, but said she supports the plan as economic
development. Mr. Sharpe asked about the proposed liquor license as part of this
scheme and Mr. Henderson described the facility as having enough space for multiple
activities.
Page 14
