Session 1937 <br />October 11,2004 <br /> <br />Kathleen Clark, 582 Stratford Avenue, asked the City Council to adopt a resolution <br />urging Catholic authorities to move Father William Wiebler, a pedophile priest, from <br />University City to a supervised treatment facility as a measure to protect children in <br />University City. He currently lives in an apartment near the Delmar-Harvard Elementary <br />School. <br /> <br />Mr. Ollendorff stated that he would refer this issue to the City Attorney for further legal <br />advice in order to determine the most appropriate way for the City to proceed. <br /> <br />RESOLUTION AUTHORIZING A GRANT FOR LIGHTS ON HEMAN PARK NORTH <br /> <br />SPORTS FIELDS <br /> <br />Mr. Sharpe introduced a resolution authorizing an application to be made under the <br />Land and Water Conservation Fund of the Missouri Department of Natural Resources <br />for a grant-in-aid of 45 per cent of the total cost of the lighting of Heman Park north <br />fields, reimbursable upon completion by the state. Ms. Colquitt seconded the <br />resolution, which passed unanimously. <br /> <br />Ms. Welsch asked if this matter is approved that the City Staff devise a system for <br />turning lights out when they are not in use. <br /> <br />BILLS FOR SECOND AND THIRD READING: <br /> <br />BILL NO 8737 - LEVYING A SPECIAL ASSESSMENT OR TAX AGAINSTPROPERTY <br />IN A BENEFIT DISTRICT FOR THE PUBLIC IMPROVEMENT OF PERSHING <br />HEIGHTS SUBDIVISION, AND DIRECTING THE ISSUANCE OF SPECIAL TAX BILLS. <br /> <br />(Held over from 09/27/04) This Bill will be held over again. <br /> <br />Ms. Colquitt asked that is Bill be put on hold and not receive its third reading. <br /> <br />2. BILL NO 8738 - AMENDING CHAPTER 10.48 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO PARKING METERS, BY REPEALING SECTION <br />10.48.070 THEREOF, RELATING TO PARKING METER FEES, AND ENACTING IN <br />LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 10.48.070 <br />PARKING METER FEES - MANNER OF PAYMENT AND SCHEDULE - PARKING <br />WITHOUT DEPOSITING FEE IN METER;" THEREBY AMENDING SAID SECTION SO <br />AS TO ESTABLISH A FLAT FEE WHEN AN ATTENDANT IS ON DUTY AT THE <br />MUNICIPAL PARKING GARAGE IN ZONE F; CONTAINING A SAVINGS CLAUSE <br />AND PROVIDING A PENALTY. <br /> <br />The Bill was given its second reading. <br />The Bill was given its third reading. <br /> Page 15 <br /> <br /> <br />
