In addition, there is a <br />small monthly charge for each set in operation, in addition to the monthly charge <br />for the main set. In response to another question from Councilman Adams, Mr. Clancy <br />said the final selection of programs is made by the company, but the selection is <br />~ade on the basis of constant polling of the subscribers to determine the kind of <br />programs they wish to watch. <br /> <br />Councilman Lieberman asked Mr. Clancy if he felt that cable television has all the <br />aspects and characteristics of a public utility, since it is a monopoly and requires <br />state and local regulation, and whether or not it ought to be under the auspices of <br />the Public Service Co~mtssion. Mr. Clancy said a recent ruling by a federal Judge <br />in Ohio held that cable television is not a public utility, the main reason being <br />that it is not a necessity, as public utilities are. He said University City would <br />have the capability of monitoring the system legally (after passage of an ordinance) <br />to ascertain that it is being properly maintained by the company. <br /> <br />Councilman Glickert asked where the antenna would be located, and Mr. Clancy said <br />probably at the station, but it would be a low one, and any other outdoor equipment <br />needed would be shielded by landscaping. <br /> <br />PROPOSED BUDGET FOR 1979-80 <br /> <br />The City Manager said that the Council each year provides opportunities for discus- <br />sion of the proposed budget for the next fiscal year. The City Charter requires <br />that the budget be adopted by favorable vote of the Council by June 27. <br /> <br />Elliott Waxman, 847 Westgate, asked to address the Council. Mr. Waxman, as a vice- <br />chairman of ACORN, spoke in behalf of tax abatement to be provided to Thomas Market, <br />which has expressed an interest in locating in University City, where the Tri-City <br />Grocery formerly was located. He stressed the need for a grocery store in this part <br />of the city. Mayor M~oney said Mary Fahey, Community Development Coordinator, has <br />been asked to look into all aspects of this problem. <br /> <br />_ y.'~Councilman Glicker~ said She had recently spoken to Mr. A1 Mulman, president of St. <br />~L~---T~s'Division of~ Grocers~ and had been assured by him that a first-class <br /> operation would be installed in the former Trl-City location. Mr. Hulman said that <br /> ~hey were attempting to get an independent operator first, and if not successful <br /> with that, the Warehouse of Foods will operate a store there, and hopefully, a butch-- <br /> er shop will be located next door. <br /> <br />Councilman Adams said the Thomas Market people should write a proposal detailing <br />what they would plan to do, and what they would want in that operation. Tax abate- <br />ment could only come through purchase of the building. <br /> <br />A number of citizens requested time to address the Council concerning the Well Baby <br />Clinic, located at Pershing Community Center. Apparently a rumor has been circulat- <br />ing that the Clinic is to be moved, and the following people spoke in behalf of <br />keeping the Clinic at the Pershing Community Center, or in a nearby location within <br />University City. <br /> <br />Ms Jessie Thornton <br />~ Janie E.
