She said this program is funded by the <br />Louis County Health Department, which does not pay rent to the Community Center~'~Th~ <br />patrons of the clinic are supposed to be cowry residents, and there is no fo~l <br />procedure for establishing financial need. Patrons are encouraged to ~ke s~e kind <br />of pro,sion for care, either private or clinic, for their children ~en they are <br />sick. Ks Walden outlined the routine care which each child receives fr~ one month <br />to five years. ~e clinic also does school physicals for fourth, se~nth and tenth <br />graders, and for new students in the school district. <br /> <br />Mr. Joseph L. Rice, 2165 Territory Court, St. Louis County, asked to address Council <br />on the subject of University City paramedics. He said University City has an excel- <br />lent, extremely well-trained, group of paramedics, but they are being lost because <br />of low salaries and because of a highly competitive situation in the hiring of para- <br />medics by other communities in the area. He distributed a survey comparing Univer- <br />sity City with other municipalities nearby in the area of salaries. His group is <br />recommending a 15% raise which will move them from second from the bottom to fourth <br />or fifth in the groups listed in the survey. <br /> <br />Mr. Dwight Irwin, 6255 Clemens, representing the Community Education Program, came <br />forward to address the Council and answer any questions they might have about the <br />Community Education program. Councilman Hetcalfe reiterated her suggestions from <br />last week about the possibility of having neighborhood councils, so each neighborhood <br />could have some say about the kinds of activities which are held in their neighbor- <br />hood schools, an~ also have some input into hiring and firing. Mr. Irwin thought <br />perhaps these cduncils, composed mainly of volunteers, might not have the time or <br />amount of information needed to make knowledgeable decisions about personnel, al- <br />though he certainly would not rule out some changes in the present structure. Coun- <br />cilman Metcalfe said she would object to giving the school system hiring and firing <br />power using city money. Mr. Irwin said he felt that dividing ~ the structure might <br />cause difficulties in followup of programs. He feels perhaps some of the original <br />intentions of the program have been forgotten--that the original premise was that <br />through cooperation between the city, the schools, and citizens, better programs <br />could be initiated and developed for smaller amounts of money than it would cost for <br />each of these groups to develop programs on its own. <br /> <br />In response to cuestions from Councilman Sabol, )~. Irwin said his group is asking <br />for the same amount as last year--$15~000 from the City and $15,000 from the schools. <br />lie thinks they will operate in five schools, as they did last year. He would like <br />to expand, but feels he wants to spend some time in the coming year in gathering in- <br />formation to try to ascertain if the program should be expanded, and if so, to deter- <br />mine which schools should be used in the following year, and what types of programs <br />to have. <br /> <br />Councilman Adams asked if Pershing Community Center is precluded from charging rent. <br />Mr. Irwin said rent is charged for private affairs and certain community group meet- <br />ings, but not to the Well Baby Clinic. Councilman Glickert thought perhaps the Well <br />Baby Clinic might find the University City Community Center a better place to operate, <br />~ince it has more space than the Pershing Community Center, and it also would not <br />conflict with any other programs at that location. <br /> <br />·iore discussion followed about possible restructuring of the Central Coordinating <br />Council and the Community Schools program, and also about possible changes that might <br />be made in the allocation of funds. <br /> <br /> <br />
