Session 1223, Minutes <br />June 25, 1979 <br /> <br />Page 6 <br /> <br />REQUEST FOR REPEAL OF ORDINANCE NOS. 5172 and 5173 <br /> <br />Mr. Joseph C. Myers, 7052 Camden Court, Chairman of the Camden-Dover Neighborhood <br />Association, asked to address the Council. Mr. Myers said he represented a group <br />which wanted Ordinance Nos. 5172 and 5173, having to do with day care, repealed. <br />He said his group did not get proper notification that there was to be a public <br />hearing and they would like to appear before the City Council or the City Plan Com- <br />mission to express and explain their opposition to these ordinances. <br /> <br />Councilman Lieberman suggested, since the ordinances were Just passed, the matter <br />could be referred back to the Plan Commission, if that is what the Council wants <br />to do. <br /> <br />Councilman Metcalfe felt that, since the ordinances were Just passed, they should <br />be given some time to see how they work, rather than refer back to the Plan Commis- <br />sion, which had already approved and recommended them to the Council. Mr. Myers <br />said he had gathered some signatures (twelve) of people opposed to these ordinances, <br />and he asked Council to set up a hearing so that people in opposition will have an <br />opportunity to be heard. <br /> <br />Mayor Mooney asked that copies of the minutes in which the day care bills were dis- <br />cussed be sent to l~. }~ers. <br /> <br />Mr. Myers said he was not opposed to day care as such, but felt that the ordinances, <br />as presently constituted, had some undesirable features which were discriminatory <br />against home owners. <br /> <br />OATH OF OFFICE <br /> <br />Mr. John H. McCarthy, recently reappointed to the Board of Adjustment, was sworn in <br />by the City Clerk. <br /> <br />Mayor Mooney said he and the Council were very grateful to Mr. McCarthy for bis wis- <br />dom and counsel on tbs Board of Adjustment and in other capacities in University <br />City, and hoped the relationship would continue for a long time. <br /> <br />PROPOSED BUDGET FOR 1979-80 <br /> <br />Mayor Mooney said a number of citizens had asked to address the Council on the sub- <br />Ject of the 1979-80 budget, which is to be discussed this evening for the final <br />time, since the City Charter requires that it be adopted by June 27th. <br /> <br />William Bell, 8041 Blackberry, spoke on the proposed increase in the property tax. <br />He felt that the property owners are already tOO burdened, and that many of them <br />are senior citizens on fixed incomes, and cannot afford an increase. Mayor Mooney <br />said any increase in the property tax would be offset by a decrease in the utility <br />tax, and in fact this should benefit senior citizen property owners, since they may <br />be able to take advantage of the circuit breaker; also property taxes are deductible <br />and utility taxes are not. <br /> <br />Councilman Kelley said Mayor Mooney speaks for himself and,not for the Council. t.~. <br />Kelley is opposed to increasing the property tax for the general fund. Councilmen <br />Metcalfe said the Council will not raise one tax without decreasing another a pro- <br />portionate amount. <br /> <br /> <br />
