Session 1223, Minutes <br />June 25, 1979 <br /> <br />Page 8 <br /> <br />RETURN TO DISCUSSION OF BUDGET <br /> <br />The Council resumed discussion of departmental budgets, starting with 2610, Public <br />Works--Engineerin~. Councilman Sabol thought the car allowance somewhat high, and <br />moved that it be cut in half. Mr. Ellman explained that the car allowance provides <br />for costs incurred, either actual or 15¢ a mile, when personal autos are used on <br />city business. Councilman Adams said he would vote to increase this category rath- <br />er than decrease lto Councilman Lieberman said the IRS allows 17¢ a mile, and this <br />is considered conservative. There was no second for Councilman Sabol~s motion. <br />Councilman Sabol had some other questions which were answered by Mr. Dieckgraefe. <br /> <br />There was discussion on 2620, Street D~intenance. Councilman Metcalfe expressed <br />her concern that with the increase provided for sealcoating of streets, personnel <br />would be taken away from other maintenance projects, and she did not want that to <br />happen. Mr. Dieckgraefe said it was not so much a question of substituting one <br />thing for another, but his department is trying to become much more efficient so <br />that no one area need suffer. Councilman Metcalfe had a number of questions for <br />Mr. Dieckgraefe concerning street, sidewalk and curb repairs, and the personnel re- <br />quired to see that those repairs are done. Mrs. Metcalfe is very anxious that <br />street and sidewalk repairs are kept up to date and she feels the citizens of Uni- <br />versity City give this area a high priority. <br /> <br />Councilman Lieberman suggested that the staff study the curb and sidewalk matter so <br />that the areas that need replacement can be identified and put on a priority list, <br />to be done as funds are available. Councilman Kelley agreed. Mr. Kelley also said <br />that Council already has the necessary information about sealcoating in order to <br />add to the budget an amount which will put sealcoating on a seven-year cycle. He <br />moved that $900 be added to Account 2.02 Asphalt Products (under Commodities) and <br />$3430 to Account 2.05 Concrete and Clay Products (under Commodities) for a total of <br />$4330~ as suggested in a memorandum from ~. Dieckgraefe as being needed to get the <br />City on a seven year cycle of sealcoating. Councilman Sabol seconded the motion. <br />Councilman Glickert asked if a street sweeper will be operating while sealcoating <br />is being done. }~. Dieckgraefe said it is planned to have one operating, and there <br />is provision in the budget for personnel to operate the sweeper° The question was <br />called for and the motion carried unanimously. <br /> <br />Councilman Metcalfe asked if the study Councilman Lieberman suggested would be done, <br />and Mr. Ellman said it would be. She then moved that the amount under 6.02 (Con- <br />tractual Services) be increased from $23,400 to ~'~40~-~-t0 be spent if neede~ ~M~ <br />Councilman Glickert seconded the motion. The motio~ was defeated by a vote of five <br />to two. <br /> <br />Councilman Metcalfe asked Mr. Dieckgraefe to refer the matter of installing perman- <br />ent curbing on Warder Avenue in place of the barricade which is now there to the <br />Traffic Comm~ssion for their review and recommendations. <br /> <br />The next section discussed was 2640, Plann%n~ and Development. Councilman Sabol <br />moved that 2.05 Car Allowance and 2.06 Traveling Expense under Contractual Services <br />be cut in half. The motion died for lack of a second. Councilman Glickert noted <br />that these two categories cover expenses incurred by the housing inspectors who <br />must do a great deal of driving in connection with their Jobs, and it does not cov- <br />er driving to and from work. <br /> <br />Councilman Glickert asked about a drop from $16,980 to $6000 in 1.10 }~scellaneous <br />Outside Personal Services under Contractual Services.
