The $6,000 in the first category is for a part-time <br />investigator used for housing code work. <br /> <br />Councilman Metcalfe asked about a multi-family inspection program which is being done <br />by the City in Parkview Gardens. ~fr. Goldman said that the present staff will be <br />able to handle doing outside and common area inspections, but that if they are to do <br />inside presale inspections, it will take additional staff. He said his staff will <br />be able to handle outside inspections of all multi-family dwellings in University <br />City on a yearly basis, and that this is provided for in the new budget. <br /> <br />Discussion moved to 266Q~ sanitation, councilman Lieberman brought up the matter of <br />the proposed "in lieu" payments to be made to the City by non-profit, non-tax-paying <br />institutions in University City. Although a final fee schedule for these groups has <br />not been worked out by ~k. Dieckgraefe, Councilman Lieberman, in anticipation of that <br />schedule, moved that $4500 to $5000 be included in a nine-month account within the <br />estimate of revenue, and asked that the administration fill in the proper figures to <br />round out the years when it becomes known what they are. Councilman Adams seconded <br />the motion and said he felt that the schools and any publicly supported institutions <br />should be included in the tax-exempt groups. <br /> <br />Councilman Kelley asked Mr. Ellman if a refuse charge could be instituted without <br />having it in the budget, and he said it could. Mr. Kelley then moved to table Coun- <br />cilman Lieberman~s motion as being unnecessary. That motion was seconded by Coun- <br />cilman Metcalfe. Ail voted Aye except Councilman Lieberman who voted Nay. <br /> <br />Councilman Glickert asked that the administration look into what other nearby com- <br />munities do in terms of charging non-profit institutions, including schools, fees <br />for refuse collection, and report this to the Council. <br /> <br />Councilman Adams moved that 9.12 Dumping Fees under Contractual Services be increased <br />by $6500 to $51,800. Councilman Metcalfe seconded the motion, which carried unani- <br />mous ly · <br /> <br />Councilman Metcalfe moved that 2.04 Cleaning and Sanitation under Commodities be in- <br />creased by $14~000 to $199,970. The motion was seconded by Councilman Adams. This <br />increase is to pay for larger containers to be used by four families having alley <br />pickup. Councilman Glickert said, as the only council member in the pilot program <br />using the new containers, that she felt the containers were a great improvement over <br />the old type of pickup. There was further discussions with Mr. Dieckgraefe respond- <br />ing to a number of questions. The motion carried unanimously. <br /> <br />Councilman Metcalfe'brought up the question of refuse pickup for multi-family areas <br />with special emphasis on the use of polycarts as opposed to plastic bags. Mr. Dieck- <br />graefe said that total conversion to polycarts where bags are now used would involve <br />about 100 additional polycarts at a cost of about $5000. Councilman ~tcalfe is <br />concerned about bags being left out for several days before pickup, and the conse- <br />quent mess when they are broken and debris scattered about° Mr. Dieckgraefe agreed <br />to work on this problem and attempt to find a solution by the end of the coming bud- <br />get year. <br /> <br />RECESS <br /> <br />Mayor Mooney called for a recess at 9:55 P.M.
