Session 1223, Minutes <br />June 25, 1979 <br /> <br />Page 10 <br /> <br />RETURN TO BUDGET DISCUSSION <br /> <br />The next subject was 2670~.Street LightinR. Councilman Kelley said that the histor- <br />ic street lights in West Portland Place and University Heights No. 3 are to be im- <br />proved, and that the figures furnished by Mr. Dieckgraefe are feasible within the <br />new budget as it now is, but there is no need to discuss the issue further at this <br />time, as it is fairly complicated. <br /> <br />Under 3510, Parks Department (Administrat!gn, .Maintenance and Forestry), Councilman <br />Sabol asked why there was such a large increase in 1o10 Miscellaneous Outside Per- <br />sonal Services under Contractual Services. Mr. Ellman said this was due in part to <br />the expected cutback after September 30, 1979, of the CETA program, and in part to <br />the Council's request for more maintenance in the park system on a continuing basis, <br />including weekends. Mr. Ellman responded to several other questions from Mr. Sabol. <br /> <br />Discussion moved to 3520, Parks and Recreation (Golf Course). In answer to Council- <br />man Sabol's question about the increase in recreational supplies, Mr. Ellman said <br />those funds are to replace gol~ clubs and other equipment. There was discussion <br />about the food concession stand. It was brought out that the golf pro is retiring <br />this year, and will not be replaced. The operation of the golf course is now being <br />discussed by the Park Co-,~ssion, with a number of decisions to be made in the near <br />future. <br /> <br />Councilman Sabol asked about an item under 353p, Parks.and Recreation (Recreation). <br />The amount for 7.02 Rental of Buildings, Other Structures or Rooms will be paid <br />mainly to the schools for rental of space for after-school and summer activities. <br /> <br />Discussion next centered around ~000, Central Garag.e. Councilman Adams suggested <br />that the administration look into using foam to fill tires of large heavy trucks <br />rather than air--he said it costs more initially, but saves money in the long run, <br />since it eliminates flat tires. Mayor ~oney suggested the city government also <br />follow a plan whereby the use of gasoline and oil is cut back along guidelines out- <br />lined by the federal government. <br /> <br />Councilman Lieberman requested a return to 2020~ Fire Department and discussion of <br />replacement of essential capital equipment. Mr. Lieberman spoke in favor of estab- <br />lishing an ongoing yearly fund for replacement of fire equipment, and moved that <br />$40,000 be set aside in fiscal year 1979-80 as a capital replacement fund for re- <br />placement of fire equipment as needed. Councilman Sabol seconded the motion. Coun- <br />cilman Kelley thought perhaps that amount was not sufficient since the Fire Depart- <br />ment is some years into the replacement cycle suggested by the Bond Issue Subcommit- <br />tee on Fire Facilities--a seed fund of about $200,000 from a bond issue or a lump <br />sum appropriation may be what is needed to get onto the replacement cycle recommend- <br />ed by the subcommittee. He thought perhaps Council should wait to see what the sub- <br />committee recommends before appropriating any money for this fund. Councilman Lie- <br />berman said he would like to see a listing of the fire department equipment and the <br />ages of the various pieces, in order to have a better idea of when it may be likely <br />that replacement will be necessary. Mr. Ellman said the subcommittee had already <br />made that estimation last spring, when they were working on the bond issue. Both <br />Councilman Lieberman and Mayor Mooney said they felt that the commitment of $40,000 <br />yearly is supportive and an endorsement of the subcommittee's recommendations~ even <br />if they decide that the bond issue should be resubmitted. Dr. Francis Herbig, Chair- <br />man of the Fire Protection Subcommittee, reviewed that committee's recommendations. <br />Chief Markgraf said it was absolutely essential that the fund be started as soon as <br /> <br /> <br />
