It was brought <br />out that all large fire equipment has been acquired in the past through a bond is- <br />sue. After further brief discussion, the question was called for and all voted Aye <br />except Councilman Glickert, who voted Nay° <br /> <br />Discussion now moved to 80Q.0~ Revenue Sharing Fund. Councilman Metcalfe moved that <br />the Community Education Program be kept at $15~200, contingent on the follo~*ing con- <br />ditions: (1) that a detailed regular accounting of revenue and expenditures be pro- <br />vided to the city, (2) that hiring and evaluation of personnel be the responsibility <br />of the appropriate Coordinating Council representatives from the city and school <br />district~ (3) that a record of participation in programs be provided to the City, <br />(4) that offers for program generation be made to school neighborhoods in which there <br />are now no community school activities, and (5) with the previous input, the struc- <br />ture of the entire community school program will be reviewed in six months. It was <br />ascertained that there would be a monthly report, also. Councilman Kelley thought <br />it might be necessary to make the changes by ordinance rather than resolution as pro- <br />posed by Councilman Metcalfe. Councilman Glickert seconded the motion, which carried <br />unanimously. Mr. Kay, the City Attorney~ will determine if it is necessary for an <br />ordinance to be passed in order to implement the preceding conditions. <br /> <br />Councilman Adams asked to return to 1010, Legislative Services. As an affirmative <br />voter, he moved to reinstate the full amount of $2700 to 1.03 Minor Office Furniture <br />and Equipment under Commodities. Last week the Council had voted to cut this amount <br />to $700. Councilman Metcalfe seconded the motion. Ail voted Aye except Councilmen <br />Kelley and Sabol, who voted Nay. <br /> <br />SETTING OF PUBLIC HEARING ON ESTABLISHMENT OF PROPERTY TAX RATE <br /> <br />The City ~.~nager said it was in order for the City Council to set a public hearing <br />to review the effect on municipal revenues of actual assessed valuations for the <br />1979-80 fiscal year received from the St. Louis County Assessor. The City Council <br />will pass a property tax rate based on estimated valuations this evening, and Mis- <br />souri state law requires that actual assessed valuations be used by municipalities <br />and that such valuations be advertised. A suggested time is July 16, 1979, at <br />8:30 P.M. Councilman Adams so moved, seconded by Councilman Glickert and carried <br />unanimously. <br /> <br />RETURN TO BUDGET DISCUSSION <br /> <br />Councilman Kelley wanted to return to ~012~ Administrative Services. He moved that <br />the City Manager's salary, 1.1 under S~,mmary of Personal Services, be increased by <br />7%. Councilman Sabol seconded the motion which carried unanimously. <br /> <br />Under 1013~ Human Resources, CouncAlman Kelley moved that 1.10 Miscellaneous Outside <br />Personal Services under Contractual Services be increased by $480 to $35,760° The <br />motion was seconded by Councilman Adams and carried unanimously. <br /> <br />Mr. Ellman said some transfers of funds were necessary to facilitate the City's tak- <br />ing over of the concession stands at the golf course and the swimming pool. He said <br />$3700 should be transferred under 3520 Golf Course from 1o10 }~scellaneous Outside <br />Personal Services under Contractual Services to 3.0 Temporary and Part-time Employ- <br />ees Pay under Personal Services. In 3550 Swimming Pool $4000 should be transferred <br />from 1.10 Miscellaneous Outside Personal Services under Contractual Services to 3.0 <br />Temporary and Part-time Employees Pay under Personal Services. Councilman Metcalfe <br />so moved, seconded by Councilman Kelley and carried unanimously. <br /> <br /> <br />
