Session 1106, i~nutes <br />June 23, 1975 <br /> <br />Page 18 <br /> <br />SKATING RINK NOISE: <br />Councilman %~eissenburger requested that the Skating Rink noise be turned <br />down and the City l{anager said he will check into this. <br /> <br />NORTPR. DOR RIGHT-OF-WAY: <br />Councilman Grimm said that the City Clerk has called his attention to a <br />matter which should be taken care of. IL said that the City Clerk's sug- <br />gestion was that Councilman Grimm move to set aside the action of the <br />Council taken a few weeks ago with regard to the right-of-way located in <br />the 7300 block of l~orthmoor, concerning the vacation of this property at <br />that location. He said it has been indicated to him that there is not <br />sufficient time now insofar as the time element is concerned. The City <br />Clerk said that he and the Acting City Attorney have been reviewing the <br />law~ this matter involves the vacation of the right-of-way between the two <br />homes in question which would constitute reversion of title; and the statute <br />provides there must be a 30 day publication. I~yor ICaufman suggested that <br />a hearing be held on the subject of vacation and then the Council can make <br />a determination as to ~ether it wishes to proceed on vacation. He said <br />communications can be sent to these people inviting them to come in without <br />the Council moving fo~,~ard by ordinance, attempting to vacate the premises. <br />It was agreed that the hearing be scheduled for ~nday, July 21, 1975 at <br />8:30 Po~. <br /> <br />PETITION - ~dZFERRAL TO CITY PLAI~ CO~.~SSION: <br />Councilman Lieberman said he has received a petition concerning a public <br />right-of-way which is unimproved, running between Dover Court, Camden Court, <br />and over to Canton. I~ asked that the petition be referred to the City Plan <br />Commission for a recommendation. <br /> <br />~cKNIGHT C~Ai~ PROPOSAL: <br />Councilman Lieberman asked whether the Council wishes to take any action <br />tonight with regard to the proposal from the }~cKnisht Company to build a <br />six-story home for the elderly and the handicapped on }~c~ight Road at the <br />south city limits, and he added that he is prepared to move on it. Council- <br />man Adams commented that he is prepared to move on it, too, but would like <br />to make some changes on the Conditional Use. ~Iayor Kaufman suggested that <br />whatever changes are to be made, the Council can dispose of them next week. <br /> <br />Councilman ~4eissenburger said he would like to have considerable discussion <br />before moving fo~-~ard, and he said he is not inclined to move fo~ard un- <br />less there is a guarantee that the additional plot which falls in Ladue is <br />going to be part of that project. He said without it, it does not meet <br />property requirements and this can mean a problem, along ~ith some other <br />points that were brought up. <br /> <br />Councilman Lieberman asked that this be scheduled as an agenda item for the <br />30th after the other items are considered. <br /> <br />Councilman Grimm suggested that all members of the Council make a personal <br />tour of that property, and he added that they might find some "surprising <br />things." <br /> <br />SPECIAL I~ETING OF COUNCIL: <br />It was moved by Councilman Glickert, seconded by Councilman Grimm and unani- <br />mously carried that a special meeting of the Council be scheduled for <br />June 30, 1975, at 7:30 P.~. for continuation of the Public Hearing concern- <br />ing the YES program, and also for consideration of any other matter which <br /> <br /> <br />
