Discussion continued.
Councilman iTeissenburger proposed titat the specifications be redrafted and
submitted again. City t~nager Henry said the bidm will be resubmitted and
it will be necessary to move these spreaders out of this year's budget through
a transfer tonight, and it can be paid for out of next year's budget.

BIDS - LUBRICATING OILS, ETC.:
City l~nager Henry discussed bids which had been received for lubricating
oils, grease, and other related supplies for the next fiscal year. The
administrative forces recommended that the contract be awarded to J. D.
Streett & Company for these materials at a total cost of $6,019.50.

Councilman l.Ierner moved that the recommendation of the administrative forces
be approved and that contract be awarded to J. This was from Executive Leasing Company, 8844 Ladue, with two op-
tions° lie explained that the vehicle offered under Option I is a Ford ~ver-
ick with a 302 C.I.D. engine. Under Option II the Ford Torino with a 351
C.I.D. engine is offered. Further, the Ford ~averick with 302 C.I.D. engine
offers an 18% fuel saving according to EPA mileage ratings. The Police De-
partment prefers the Ford Torino for reasons of ~pace and power, but energy
considerations might dictate the choice of the Ford ~verick for at least
one or more of the cars. The difference in the rental rate is insignificant
and with unleaded gasoline prices predicted in excess of 65¢ a gallon by
winter~ the situation can become serious. The Ford ~faverick is offered at
$184.25 per month and the Ford Torino at $186.75 per month.

~ere was discussion and the City i~nager answered questions. He recommended
one of Option I and two of Option II.

Councilman Glickert said she would be in favor of leasing the larger car,
the Torino, and she moved that contract for three Torinos be approved, to be
leased from Executive Leasin~ Company.

There was further discussion and the City 1.~anager explained how it is pro-
posed to use these cars.

There was no second to Councilman Glickert's motion.

Councilman Lieberman moved that the recommendation of the City Manager be ap-
proved to contract with Executive Leasing Company for one ~{averick and two
Torinos. i~tion was seconded by Councilman Adams and unanimously carried.
